Page 8 of 12 <br /> <br /> <br /> <br />BUILDING & IMPERVIOUS SURFACE LOT COVERAGE <br />Impervious Surface: Based on developer’s review and interpretation of City Zoning Code, the R4 zoning <br />district allows for a maximum 35% impervious surface. The current plan proposes a total impervious surface <br />on Lot 2 of 26% of lot area, which is less than the percentage required by City Code. The church property (Lot <br />1), is zoned R1 which allows for a maximum 35% impervious surface. After completing the proposed parking <br />improvements to Lot 1 (church), the impervious surface area of Lot 1 is calculated at 35%. This calculation <br />includes the removal of approximately 71 parking stalls from Lot 1. <br /> <br />Lot Coverage: Based on developer’s review and interpretation of City Zoning Code, The R-4 zoning district <br />established a maximum lot coverage of 25%. The proposed building footprint is approximately 54,200 sf. <br />54,200 sf building footprint / 468,025 sf total lot size = 11.58% building lot coverage. The proposed building <br />lot coverage is less than the maximum allowed per Code. <br /> <br /> NOTE: this site is also encumbered by the City’s Shoreland Overlay District. Said district requires a <br /> maximum impervious surface coverage of 35%. It is the Developers interpretation that this proposed <br /> project complies with said section of City Zoning Code. <br /> <br /> <br />LANDSCAPING LOT COVERAGE <br />Based on developer’s review and interpretation of City Zoning Code, the R4 Multiple Family District requires a <br />minimum landscaping coverage of 65%. The subject property is approximately +/- 10.75-acres in gross size. <br />About half of the property is physically buildable, the remaining portions include wetlands, drainage, <br />lowlands, steep slopes, or are inaccessible. The current development plan meets or exceeds the landscape <br />coverage requirement. See landscaping plan submitted as part of this narrative and application. <br /> <br /> <br />BUILDING HEIGHT <br />Based on developer’s review and interpretation of City Zoning Code, the R4 Multiple Family District allows for <br />a maximum building of 35’, which is based on the average height between eaves and the peak of a pitched <br />roof. The proposed building includes an approximate eave height of 32’, and an approximate highest roof <br />peak height of 44’ resulting in an average building height of 38 feet. Developer requests flexibility to City <br />Zoning Code for maximum building height. Developer currently estimates a deviation of 3 feetis required. <br />This minor deviation will result in a higher quality development allowing for 9-foot-high ceilings in all dwelling <br />units and a 6:12 roof pitch. <br /> <br /> <br />BUILDING SETBACKS <br />Based on developer’s review and interpretation of City Zoning Code, the R4 Multiple Family District requires <br />the following minimum building setbacks: 40’ front yard, 40’ rear yard, 5’ side yard/15’ interior, 40’ side yard <br />corner. The proposed project includes building setbacks that exceed the City’s required minimums—please <br />see enclosed site plan for details. The current development plan meets or exceeds the required minimum <br />building setback dimensions. <br /> <br /> NOTE: this site is also encumbered by the City’s Shoreland Overlay District. Said district requires a <br /> minimum building setback from streets and highways of 40’. It is the developer’s interpretation that <br /> the development plans comply with the City Zoning Code. <br />
