Call to Order <br /> The meeting was called to order by Acting Mayor E. Gray Henderson <br /> at 8:00 p.m. <br /> Roil Ca II <br /> Present: Acting Mayor E. Gray Henderson, Counci Imen Stanley Olmen <br /> and Ronald Herrick <br /> Absent: Mayor Henry J. Crepeau, Jr. and Councilman John Hoilenhorst <br /> Also Present: Clerk Administrator Lorraine Stromquist, Attorney <br /> Vincent P. Courtney, Fiscal Agent Peter Popovich, Treasurer <br /> Worth G. Read, Engineer Norman Hendrickson, Maintenance <br /> Supervisor Everett Beecher and Assistant Clerk Dorothy <br /> Zehm <br /> Approval of Minutes <br /> The Minutes of the Regular Council Meeting of Oct. 26, 1970 were <br /> approved as submitted. <br /> The Minutes of the Special Council Meeting of Oct. 29, 1970 were <br /> approved as corrected. <br /> The Minutes of the Special Council Meeting of Nov. 5, 1970 were <br /> approved as submitted. <br /> Supplemental Assessment Hearing - Consolidated Water Imp. 68-2 and 68-3 <br /> Acting Mayor Henderson opened the Supplemental Assessment Hearing at <br /> 8:00 p.m. <br /> Engineer Hendrickson presented the list of properties and the pro- <br /> posed assessment for each. (Minutes attached) <br /> After hearing all comments from property owners that were present, <br /> and after reading all adjustment requests received by phone and/or <br /> letter, it was moved by Councilman Olmen that the Supplemental <br /> Assessment Hearing be adjourned and Council action postponed until <br /> Tuesday, Nov. 10, 1970 at 5:00 p.m. at the Village Hall. <br /> The Supplemental Assessment Hearing adjourned at 9:35 p.m. <br /> BUSINESS FROM THE FLOOR <br /> Mr. Jose h Kahnke 1541 Ed ewater Ave., requested Council consideration <br /> of des gnated areas in the Ilage for compost locations for leaves <br /> and grass clippings, other than the swamp areas now being used by <br /> many resIdents which he claims Increases the draInage of nutrients <br /> I nto the I a ke $ . <br /> Mr. Kahnke was advised that dumping of any kind, leaves and grass <br /> Included, Is not permitted In Arden Hills; that a method of leaf <br /> disposal, other than the present bagging of leaves, wl~1 ~e studied <br /> by the Council. <br /> REPORT OF VILLAGE ATTORNEY VINCENT P. COURTNEY <br /> New BrlQhton - Ard~n HI lis Land Trade <br /> Attorney Courtney advised that he and New Brighton Attorney Copeland <br /> are currently preparing Informational reports needed by both Villages, <br /> before preparation of a Resolution later this month. He said that <br /> Dec. 31, 1970 Is recommended as the tax cut-off date. Attorney <br /> Courtney advised that a tax and assessment search will be made to <br /> ~ determine delinquent taxes and assessments, and requested that the <br /> zoning of the area, to be traded to Arden Hills, be referred to the <br /> Planning Commission for Its recommendations to the CouncIl In early <br /> December. <br /> . <br />
