All employees of the police department shall berespon- <br /> sible to the Committee and shall report directly to the person des- <br /> ignated by the Committee for all work assignments. <br /> The person designated by the Committee as the senior police officer <br /> shall be responsible for the development of a work assignment sched- <br /> uleto utilize the maximum ofefficiericy in manpower, eliminate <br /> non-productive and overlapping work, and properly provide for the <br /> protection of life and property of the Village. Any changes in this <br /> prepared schedule shall be made by the assignment officer. The as"" <br /> signmerit officer shall furnish a copy of the current work schedule <br /> to the Comm.itteefor its: report. <br /> The Committee shall prepare a complete set of rules and regulations <br /> as to hOurs of work, rotation of assignments, use and Care. of Village <br /> property, daily log procedures: and such other records as maybe <br /> deemed necessary for the operation of the department. <br /> The operating personnel shall complete these records in the manner <br /> prescribed and submit them to their superior as directed by the <br /> Committee for referral to the Committee for review and tabulation. <br /> The COmmittee shall meet wi.th thedepartmentasa whcileat such times <br /> as it shall prescribe to review and recommend changes in working rules, <br /> wageS: and benefits. The Cbmmitteesfrall from time to time revi.ew <br /> the personnel classifications:,recommen:d such changes or promotions <br /> as it deems warranted or necessary for the maintenance of the depart- <br /> ment,and in general makesuchrecommeridations-to the Council re~ <br /> garding pers:onnel as: it deems fit, including recommendations regard- <br /> ing anything which may require bargaining by the Council. <br /> GRIEVANCES. Employee grievances in the area of workassignmerit, <br /> wages, benefits or otherwise should properly be dis:cussed first with <br /> his immediate superior and, if not resolved onthatleveI,within 72 <br /> hours, ,the superior shall noti.:fy the Committee member responsible <br /> for personnel relations and obtain his review of the matter. If the: <br /> matter is not concluded wi.thin 72 hours thereafter on that level, ' it <br /> shall be referred to the Committee as a whole. Committee recommend a- <br /> tionsshall be promptly referred to the Council in matters requir- <br /> ing Council determination. It is the thought of the Council that <br /> handling grievances in this manner will promote a more efficient and <br /> harmonious police operation. <br /> PURCHASING. The: Chairman of the Committee shall appoint one member <br /> . responsible for the approval of all purchase requests. Requests <br />. for purchases shall originate wi.ththe designated requisition order <br /> .. being furnished to the committee member detailing the item requested, <br /> the: purpose of its: ,use and need. It shall be the responsibility <br /> of the committee member in charge of purchasing to keep a current <br /> balance of each accOunt, together wi.tha projection as to the needs <br /> of same for the balance of the year in order to place priorities on <br /> requests for equipment and supplies. Upon approval, the proper <br /> purchase order shall be issued for the item or itemS" requested.
