. . t . . .. MINUTES OF REGULAR COUNCil MEETING Monday - September 14, 1970 - 8:00 p.m. Village of Arden Hills Call to Order Mayor Crepeau called the meeting to order at 8:00 p.~. Roll Call Present: Mayor Henry J. Crepeau. Jr., Councilmen Stanley Olmen, John Hollenhorst, E. Gray Henderson and Ronald Herrick. Absent:' None. Also Present: Public Works Chairman Roger Reiling, Clerk Admin- Istrator lorralne Stromquist, Attorney Vincent P. Courtney, Treasurer Worth G. Read, Engineer Donald Lund, Maintenance Supervisor Everett Beecher and Assistant Clerk Dorothy Zehm. Aooroval of Minutes The Minutes of the Reguler Council Meeting of August 31, 1970, were approved as submitted. BUSINESS FROM THE FLOOR Human Rlahts Commission Announcement Mr. Jerome Wasley, Chairman of the Human Rights Commission, Invited all residents of Arden Hills to participate In a series of lectures and workshops, the first to be held on Monday, September 28, 1970, at the Arden Hills Branch of the Ramsey County library. The topic at the first session will be "Education Toward Humanization". Odd Fellows St. Paul lodae No.2 Mr. Charles Horton expressed the lodge's desire to construct a new lodge on Its property on lake Josephine, at an estimated cost of $80,000.00 to $100,000.00. Councilman Hollenhorst advised that the Planning Commission had determined, after a preliminary discussion, that "a lodge Is not a permitted use In a residential zone In Arden Hills": therefore the proposed lodge construction could not be considered. He explained that Attorney Courtney has expressed a different Interpretation of the ordinance In his letter of September 18, 1970, which would allow a non-conforming user to apply for Rezoning or a Special Use Permit, If he wishes to rebuild or expand. The Council, after consideration of both Interpretations, requested an expression from Planner Carl Dale and then further consideration by the Planning Commission, In order to determine the Intent of the ordinance, and the proper procedure to be followed by the applicant. Fill Comolalnt Mr. Richard Bartsch, 1814 West County Road F, advised the excess dirt from the sewer construction on County Road F has been dumped In the swamp on the north side of County Road F; stating that he considered this a poor use of clean fill, especially when so many residents desire clean fill. The matter was referred to Maintenance Supervisor Beecher and Engineer Lund to advise the contractors of appropriate locations for the dumping of excess clean fill. PUBLIC HEARING Sanitary Sewer Improvement No. 16 and Water ImDrovement 70-1 Mayor Crepeau opened the public hearing at 8:10 p.m. Attorney Courtney advised that the purpose of the hearing Is to determine the feasibility of constructing sanitary sewers and water main to serve the southeast corner of Hamllne Avenue and County Road F, a site on which an office building Is proposed by the Arthur Hage Construction Company.
