<br />, , <br /> <br />. <br /> <br />Minutes of Regular Council Meeting <br /> <br />September 14, 1970 <br /> <br />Engineer Lund explained 2 routes to extend sanitary sewer <br />service to this area, as outlined in his report dated August <br />10, 1970; recommending the second route because It provides a <br />deeper sewer, requires a shorter length of sewer construction <br />and serves more properties abutting the sewer location. <br /> <br />He said the water main would be constructed along County Road <br />F from the existing main at Fernwood Avenue and County Road F. <br /> <br />The total construction cost was estimated at $31,480.00 for <br />both projects. <br /> <br />Engineer lund advised that the project Is feasible and recomMended <br />that It proceed In accordance with the plan presented. <br /> <br />Mr. Stephen Krannak, 1761 Fernwood Avenue. Rosevllle, owner of <br />property north of County Road F from Fernwood to Hamllne Avenue. <br />spoke In opposition to the projects; asking the size of the pro- <br />perty to be served and the Intended construction proposed. <br /> <br />En~lneer lund.stated that the proposed extension would serve the <br />properties abutting County Road F; Including the approximate <br />1.3 acres site on which Arthur Hage Construction Company pro- <br />poses to construct an office building. <br /> <br />Mr. GeorQe Rellln~, 3411 Vivian Avenue, Shoreview, spoke in <br />opposition to the extensions; stating that he is not Interested <br />In It at all; he will not use it If it is put in; It will serve <br />only people on this corner, and he will contest It In court, <br />If necessary. <br /> <br />Mr. Krannak, requested that the Council bond all contractors to <br />guarantee the replacement of marking stakes removed by contractors <br />during construction; property owners should be protected. <br /> <br />Councilman Ronald Herrick, asked If there Is a way to serve the <br />property In another way as long as the Reiling and Krannak pro- <br />perty Is apparently adequat~ly served. <br /> <br />EnQlneer Lund, said that the sewer can be extended from Hamllne <br />Avenue and Amble Road, requiring 1,100 feet of sanitary sewer, <br />which would provide a shallower connection at County Road F. <br />He advised that he did not know the sewer requirements of the <br />proposed building; the water main would have to be extended, <br />as proposed, since this Is the only existing main north of 1-694. <br /> <br />After determining there were no further questions or comments, <br />Mayor Crepeau closed the public hearing at 8:37 p.m. <br /> <br />It was moved by Councilman Hollenhorst that the matter be tabled <br />until building plans and a construction schedule are available <br />from Arthur Hage Construction Co., and a subsequent recommendation <br />Is received from the Planning Commission; motion seconded by <br />Councilman Olmen and carried unanimously. <br /> <br />(Clerk Administrator to obtain the cost of the preparation of <br />the Feasibility Report from Engineer lund.) <br /> <br />REPORT OF ATTORNEY VINCENT P. COURTNEY <br /> <br />, <br />.. <br /> <br />James Circle Blacktoppln~ ReQuest - James Johnston <br />After review of Attorney Courtney's letter of September 14, 1970, <br />the Council determined they have no objection to Mr. Johnston's <br />negotiating with the Village contractor; requiring a bond to <br />Insure the Village of payment of the project by Mr. Johnston; <br />road to be constructed according to specifications prepared by <br />Banister Engineering Company. <br /> <br />(Clerk Administrator was requested to notify Mr. Johnston of the <br />Council's decision, as outlined In the last paragraph of Attorney's <br />'letter of September 14, 1970.) <br /> <br />-2- <br />
