Federal Government had promised , when land around <br />the lake was condemned for defense purposes , that <br />land owners would be given first chance to repur- <br />chase it when it was no longer needed for defense . <br />4 . Hiking path would cause vandalism of private <br />properties along the lake , increase fire hazard , <br />cause littering and be destructive to wild life , <br />which is now protected and preserved . <br />Cheryl Gnudnoske said she has a petition with 868 signa- <br />tures of people interested in the preservation of Round Lake. <br />The possible lowering of the water level of the lake <br />was questioned - how much marsh is proposed? <br />Wilbrecht said that Round Lake has a maximum depth of <br />26 ' , with a general depth of 5 ' -6 ' ; anticipates that if lake is <br />lowered , it would affect a narrow band around the lake , to pro-111 <br />vide for more emergents , but not a "type 3" marsh ( large areas <br />of vegetation and little water ) . He said they do not anticipate <br />changing the character of the open water, just want to create <br />more wildlife hedge to encourage a greater variety of water fowl <br />rails , bitterns , etc . ) . <br />Wingert explained that the Village Council referred <br />the proposed land acquisition by Ramsey County Open Space , to the <br />Planning Commission , to examine the question of "best land use" ; <br />not necessarily to examine the environmental impact of the project . <br />Council is concerned about how the residents want this land to <br />be used . <br />M.
