<br />. rlL <br />-"-. . <br /> <br />MINUTES OF THE REGULAR COUNCiL MEETING <br />ViLLAGE OF ARDEN HILLS <br />Monday - April 13, 1970 - 8:00 p.m. <br /> <br />Call to Order and Rol I Call <br />Mayor Crepeau called the-meetlng to order at 8:08 p.m. <br /> <br />Present: Mayor Crepeau, Councilmen Olmen, Hollenhorst, Henderson <br />and Herrick <br />Absent: None <br />Also Present: Clerk Administrator Lorraine Stromquist, Treasurer <br />Worth G. Read, Attorney Vincent p. Courtney, Engineer <br />Donald Lund, Building Inspector Clay Kelley, Maintenance <br />Supervisor Everett Beecher and Deputy Clerk Florence <br />M. Honan <br /> <br />Approval of Minutes <br />The Minutes of the Regular Council Meeting of March 30, 1970, were <br />approved as amended. <br /> <br />BUSINESS FROM THE FLOOR <br /> <br />None. <br /> <br />REPORT OF ATTORNEY VINCENT P. COURTNEY <br /> <br />Public Works Bulldln~ Site Matter . <br />Attorney Courtney's two letters, dated April 7 and April 13, 1970, <br />were reviewed; copies of the April 7 letter were sent earlier to <br />the Public Works and Finance Committees, Council members and also <br />to Mr. Membrez, the realtor. Attorney Courtney had also prepared <br />an earnest money contract, which was satisfactory to the seller <br />with a few changes; however, he advised that he prefers the option <br />approach on the matter. <br /> <br />After considerable discussion, Councilman Olmen moved that Attorney <br />Courtney be authorized to obtain an option contract until October <br />1970, at a minimum cost. <br /> <br />After further discussion, Councilman Olmen withdrew the motion. <br /> <br />Councilman Hollenhorst moved that the matter be tabled until the <br />next Council meeting; seconded by Councilman Herrick; motion carried <br />unanimously. <br /> <br />Council requested Councilmen Herrick and Henderson to review material <br />on the subject from the Public Works Committee; to obtain any ad- <br />ditional pertinent Information and also to study other possible <br />solutions to the maintenance needs; a report Is to be submitted <br />at the next Council meeting. <br /> <br />Ramsey County Ditch No. 12, Cost Apportionment <br />Attorney Courtney reported that Engineer Lund's report of March <br />12, 1970, was referred to Shorevlew and Ramsey County. As suggested <br />by Attorney Courtney, the Council requested the Clerk Administrator <br />to arrange a meeting of engineering and administrative personnel <br />during the week of April 20, between Arden Hills, Shorevlew and <br />the Ramsey County Engineer's office. <br /> <br />Proposed Revlsed Water Rate Ordinance <br />Attorney Courtney reported that the draft of an ordinance revising <br />Ordinance No. 103 and Its two amendments (nos. III and 119) has <br />not been prepared as explained In his letter, dated April 13, <br />1970, which he reviewed with the Council. He will pursue the <br />matter and report again to the Council at the next meeting. <br /> <br />Proposed Pollution and BurnlnQ Control Ordinance <br />Councilman Hollenhorst moved, seconded by Councilman Herr~ck, that <br />"AN ORDINANCE REPEALING ORDINANCE NO.8, PROHIBITl.NG OUTSIDE BURNING <br />IN THE VILLAGE EXCEPT AS PROVIDED HEREIN, AND IMPOSING PENALTIES <br />FOR VIOLATION" be Introduced by title; motion carried unanimously. <br /> <br />--. <br /> <br />, <br />
