AGE Attachment A <br />-ARVE_-HILLS <br />MEMORANDUM <br />DATE: November 12, 2024 <br />TO: Honorable Mayor and City Councilmembers <br />Jessica Jagoe, Interim City Administrator <br />FROM: Julie Hanson, Assistant to the City Administrator/City Clerk <br />SUBJECT: Draft 2025 Fee Schedule <br />Budgeted Amount: Actual Amount: Funding Source: <br />Council Should Consider <br />Council should consider providing feedback and direction on the proposed 2025 draft fee schedule. <br />Background/Discussion <br />The City Council annually establishes a fee schedule for administrative, building construction, <br />engineering fees, liquor licensing, park and recreation facility usage, planning and zoning, utilities, <br />business licenses, utility fees, and other miscellaneous permits and penalties that are enforced by the <br />City. <br />The following recaps the fee schedule changes that were made in 2024: <br />• Building permit and plan review fees — Fees were based on 2023 Minnesota State Statutes <br />326B.153 and 326B.148. <br />• Parks and Recreation — Minor language clarification changes related to sales tax were made in <br />order to be more uniform within that section. <br />• Planning and Zoning — There were no changes in 2024. <br />• Public Works/Engineering — There were no changes in 2024. <br />• Utility Hookup Charges — Minor changes made related to redundant language, so this section <br />was cleaned up. There were no changes to hydrant or water meters in 2024. <br />• Miscellaneous Fees/Permits — Tobacco violation fees were increased for 2024. <br />• Utility Use Charges — Increases in 2023 were as follows: 3% sanitary sewer rates and 5% <br />surface water rates. No changes to water fees were made. <br />• Recycling — Fees for curbside recycling increased from $58 to $60 for residential parcels with <br />curbside service and the fee for those without curbside recycling remained the same as 2023 <br />at $3.50 per residential unit. <br />Page] of 3 <br />
