The below information outlines changes recommended to the fee schedule for 2025. Proposed <br />changes to the fee schedule are noted in red print on the attached draft 2025 Fee Schedule <br />(Attachment A). Explanations for these proposed changes are provided below. <br />Building Construction (Sec. II) <br />Building fees will be based on Minnesota State Statutes 326B.153 and 326B.148. Since the City <br />adopts the State Building Code related to these fees and is standard from year to year, staff <br />recommends removing reference to the Statute year simply for housekeeping purposes as the section <br />is not consistent in noting the year along with the Statute number. Please note pages 12-14 of <br />Attachment A reference 2023 Statute due to timing of this memo and the fact it has not been updated <br />to reflect the year 2024. The 2024 Statute information should be available within the next few weeks <br />and will be included in the final fee schedule in December. <br />Pete Tokle has proposed changes to the commercial fee structure for electrical permits that will <br />ensure permit fees are proportional to the project. The proposed structure has already been adopted <br />by many cities, some which include Roseville, New Brighton, Little Canada, Vadnais Heights, and <br />White Bear Lake. <br />No changes are proposed to the resident fee structure for electrical permits and remain the same as <br />2023 and 2024. <br />Parks & Recreation (Sec. V) <br />Staff recommends increasing the fee for youth athletic association field rentals from $38.00 to $40.00 <br />and is also requesting that the established damage deposit of $200 for park pavilion rentals also be <br />applicable to Arden Hills residents that reserve a pavilion for public events such as Night to Unite. <br />The City currently waives all fees for residents that reserve a pavilion. We have experienced issues <br />with the condition of the pavilion following a Night to Unite event that would in any other typical <br />rental result in the City retaining the deposit due to the restoration required by Public Works staff <br />following the event. Staff also recommends removing the option to rent additional picnic tables due <br />to potential staff unavailability in accommodating this item. <br />Planninz and Zoninz (Sec. VI) <br />There are no proposed changes to this section. <br />Public Works/Enzineerinm (Sec. VII) <br />Staff proposes a $5 increase to right-of-way, right-of-way small cell wireless facilities and grading <br />and erosion permit fees as well as clarifying call -out fees related to weekdays and weekends. <br />Utility Hookup Charmes (Sec. VIII) <br />Staff proposes clarifying re -inspection fees that include weekdays and weekends, increasing the fee <br />for a 1" water meter from $590 to $650 to align with the actual cost for this particular meter, and also <br />increasing the hydrant rental fee from $32 to $33. <br />Miscellaneous/Retail Activities (Sec. IX) <br />On September 9, 2024 Council amended City Code and added an event center as a new business <br />license type. Council may wish to discuss if it would like a completely new category for an event <br />center business license and corresponding fee; however, Staff is requesting Council consider <br />including an event center in a current business license category: Business Licensing - Amusement <br />Facilities (which includes similar business functions such as arcades, dance halls, movie theaters, <br />bowling alleys, etc.) and renaming the category to Business Licensing — Amusement and Event <br />Facilities.
