• Walters has a comprehensive onboarding and new -hire training process and annual re- <br />certification for existing drivers that will help ensure the transition to a new hauler goes <br />smoothly. <br />• Walters Recycling and Refuse has established a Women of Waste (WOW) program <br />designed to recognize and retain women in the refuse industry. <br />• Walters has experience with serving special events and Zero Waste events. <br />The Committee members thought Walters was the best option based on experience, cost and <br />company mission. During their interview they stated, "We are large enough to get the job done <br />but small enough to care." <br />Walters will continue the current collection schedule days and residents will continue to use the <br />carts they have now. There is a strong contingency plan, with an account manager who will <br />"own" the relationship with the City and be the day-to-day Senior -level contact at Walters as we <br />make this change. As a result, Staff felt their proposal would deliver a seamless transition for our <br />residents. <br />Revenue Share <br />Our current contract with Republic Services includes a Revenue Share option. Historically, we <br />have received credits, however, the market is unpredictable and the amounts are inconsistent. <br />Many communities are moving away from Revenue Sharing because it is difficult to budget for. <br />Below are the annual Revenue Share amounts the City received with Republic. <br />2015 <br />2016 <br />2017 <br />2018 <br />2019 <br />$1,083.97 <br />$3,695.85 <br />$15,170.59 <br />$430.18 <br />$106.19 <br />2020 <br />2021 <br />2022 <br />2023 <br />2024 <br />$21.09 <br />$27,167.50 <br />$19,344.03 <br />$ - <br />$4,705.21 <br />Of the three bids received, only Waste Management included a Revenue Share option. After <br />reviewing the cost comparisons prepared by Foth Infrastructure & Environmental, LLC it was <br />determined that the alternate bid provided by Waste Management remained higher in terms of <br />weekly collection rates and may likely negate any gain from Revenue Share, when it is earned. <br />Recycling Carts <br />As Council is aware, Arden Hills owns our recycling carts. Walters has experience with contracts <br />where the City owns the carts. They have developed an efficient cart management process <br />including inventory management, cart deployment, repairs, and cleaning of carts. They have <br />multiple acres of paved yard for storage and a 2- person full-time cart maintenance crew who <br />repair, wash, scrap, and process warranties on carts. They have sufficient space, personnel, and <br />capacity to service the needs of the City. They will work in coordination with our current hauler <br />to facilitate the transfer of the current cart inventory to their facility in Blaine. <br />Page 3 of 4 <br />
