o <br />-AR�ENHILLS <br />Approved: December 9, 2024 <br />CITY OF ARDEN HILLS, MINNESOTA <br />REGULAR CITY COUNCIL MEETING <br />NOVEMBER 12, 2024 <br />7:00 P.M. - ARDEN HILLS CITY COUNCIL CHAMBERS <br />CALL TO ORDER/ROLL CALL <br />Pursuant to due call and notice thereof, Mayor David Grant called to order the regular City <br />Council meeting at 7:00 p.m. <br />Present: Mayor David Grant, Councilmembers Tom Fabel, Brenda Holden, Tena <br />Monson and Emily Rousseau <br />Absent: None <br />Also present: Interim City Administrator Jessica Jagoe; Public Works Director/City <br />Engineer David Swearingen; Finance Director Joua Yang; and Assistant to the City <br />Administrator/City Clerk Julie Hanson <br />PLEDGE OF ALLEGIANCE <br />1. APPROVAL OF AGENDA <br />Mayor Grant requested Item 8B be pulled from the Consent Agenda for discussion as Item 9A. <br />MOTION: Councilmember Monson moved and Councilmember Holden seconded a <br />motion to approve the meeting agenda as amended. The motion carried (5-0). <br />2. TCAAP/RICE CREEK COMMONS UPDATE <br />Interim City Administrator Jagoe stated the JDA met on Monday, November 4th. The agenda <br />included a review of the Rice Creek Commons Clean Energy Analysis Report prepared by the <br />consultants Ever -Green and LHB. As part of the discussion, the JDA approved the adoption of a <br />policy that Rice Creek Commons seeks to be an all -electric, carbon -free development and the <br />JDA directs staff to identify steps to implement this policy and provide updates to the JDA. The <br />JDA discussed examples provided by LHB of waivers granted at The Heights development such <br />as when an essential piece of equipment for a business did not have an electric equivalent. Next <br />steps by staff and the Environmental Advisory Committee will be to finalize the draft <br />sustainability design guidelines, which will likely include further discussion at the JDA and <br />community engagement. <br />
