<br />ARDEN HILLS REGULAR CITY COUNCIL MEETING MINUTES <br />MARCH 31,2003 <br /> <br />13 <br /> <br />. <br /> <br />He noted the roads were a barrier to access the parks and trails in the City. He <br />stated an underpass or overpass was a design requirement for this project and it <br />was what the citizens, as well as the PTRC wanted. He noted even if development <br />of the TCAAP property did not occur, it was important for an access to allow <br />pedestrians to get to City Hall, as well as other resources along the north side of <br />Highway 96. He noted Highway 96 should not be a barrier to the citizens of the <br />City. He asked the Council to use $100,000 from the park fund for this underpass. <br />He asked the Council to work with the County with funding. He noted the PTRC <br />members were in unanimous agreement with this request. <br /> <br />Rich Straumann, PTRC. stated the Council needed to keep in mind that there <br />was a community room proposed in the new Joint Maintenance Facility, and the <br />residents on the south side of the City should be able to walk or bike to that <br />building. <br /> <br />. <br /> <br />Jim Crassweller. PTRC. asked what was more necessary than the safe access of <br />pedestrian across the highways. He asked what was more innovative than the <br />partnership with Ramsey County. He noted it might take longer to get Highway <br />96 done, but it would be done right. He asked what was more purposeful than the <br />Council saying that they had spent $50,000 and a lot of the citizens' time in <br />putting together the Comprehensive Plan and now the Council was going to stand <br />behind it. He noted an underpass was a safer access than an overpass. <br /> <br />Councilmember Rem stated she was reluctant to put in this access when they <br />were not sure where it would connect to in the future. She noted it made more <br />sense to wait until there was some development on the north side of Highway 96 <br />going on. She stated a developer could then participate financially in some type of <br />a connection at that time. <br /> <br />Mayor Aplikowski stated she also had a problem building something when they <br />did not know what it was connecting to, but she was intrigued with a possible <br />overpass by Highway 10 and Highway 96. <br /> <br />. <br /> <br />Councilmember Larson stated he was against spending the money right now. He <br />noted, currently, they did not know what was going to happen on the north side of <br />Highway 96, and they did not know where the connections were going to be and <br />therefore, it was difficult to know where the best location was going to be for an <br />access. He indicated he was not convinced that an underpass was preferable to an <br />
