He stated he believed the cost would be much higher than estimated in <br />the Engineer's report. He stated even though they had put together a Plan to spend <br />up to 20 million dollars, they needed to decide if spending this type of money on <br />this project was sensible, particularly since the demand to the north side of <br />Highway 96 was not great at this time. <br /> <br />MOTION: Councilmember Grant moved and Councilmember Larson <br />seconded a motion to extend the Council Meeting to 10:30 p.m. <br />The motion carried unanimously (5-0). <br /> <br />CounciImember Grant stated there were a number of reasons he believed <br />underpasses were superior to overpasses, including children being able to cross in <br />their bicycles. He noted winter weather also affected overpasses more than <br />underpasses. He noted there were problems with overpasses regarding safety. <br /> <br />. <br /> <br />Pat Krenn, stated overpasses were very icy in the winter months. He noted he <br />rode on Highway 96 every day of the year on his bicycle. He indicated being on <br />Highway 96 and crossing it was very dangerous on a bicycle. <br /> <br />Mr. CrassweIler stated Mr. Krenn's comments were accurate and that safety was <br />a large issue. He asked if the Council would commit to spending the money at a <br />future date and what date would that be before an access was built. He stated the <br />City needed this access. He noted the underpass was cheaper to construct than an <br />overpass and time was going to cost more. <br /> <br />CounciImember Rem noted she was not convinced they needed the connection <br />now, even though it was the most convenient time to do it. She noted there was no <br />north Arden Hills now and it made much more sense to put in connections where <br />there were already trails. <br /> <br />Mr. Crassweller stated even if the TCAAP property did not get developed for the <br />next 10 years, the residents still wanted to get across Highway 96, down to <br />Lexington Avenue. He stated he believed if they did not put in an access, <br />someone would be killed crossing Highway 96. He noted this was a small <br />expenditure at this point that would be a large expenditure in the future. He <br />. indicated this was fiscal responsibility. <br />
