Planninl!: Case No. 03-08: Ramsey County Public Works Facility <br />Special Use Permit <br /> <br />Mr. Hellegers stated the applicant was requesting a Special Use Permit to allow <br />for a Public Works Facility. He noted the Planning Commission recommended <br />approval of a Special Use Permit for the Public Works Facility with ten conditions <br />as noted in the April 23, 2003 staffreport <br /> <br />Councilmember Larson requested the County attempt to provide some type of <br />design-break in the materials with respect to the pre-cast exterior material on the <br />cold storage building. He requested staff be sensitive as to how the structure <br />would appear from Highway 96 if the applicant came forward with a variance <br />request <br /> <br />Councilmember Grant suggested the County and the Council preview the <br />Irondale High School in New Brighton to gain an idea of how it utilized pre-cast <br />exterior materials. <br /> <br />Mr. Bruce Thompson, Ramsey County, asked for reconsideration of the <br />condition which indicated additional landscape screening be installed, stating he <br />thought it was not the best use of taxpayer dollars to add the additional screening <br />on the west side of the site. In addition, he said he did not believe the screening <br />would be visible from Highway 96. However, if the Council required the <br />additional screening, they would install it. <br /> <br />Councilmember Grant expressed concern about the potential future view-shed <br />on the excess TCAAP property, which may be developed. <br /> <br />Councilmember Rem stated she did not see any point to installing screening at <br />this time, and suggested when development did occur to the west of the facility, <br />provided it was not the National Guard, screening could be added. <br /> <br />Mr. Filla stated the landscape plan did not show screening on the west side of the <br />property. With respect to number 8, he requested they reference the planning <br />memo of March 26,2003. He suggested they add the wording "to the west side of <br />the building or removal of the berm..." He recommended condition number II <br />read as follows: <br />
