ARDEN HILLS REGULAR CITY COUNCIL MEETING MINUTES APRIL 28, 2003 5 . "Based upon development of the property, in compliance with Conditions 1-10 above and the approved Site Plan, the City Council finds that health, safety, convenience, and general welfare of the owners and occupants of surrounding land, in particular, and the community in general, will not be adversely impacted." Councilmember Larson stated he would like to add that they would incorporate some additional design features into the cold storage building wall to break up the appearance of a singular wall and present it to Council prior to going forward. He stated he wanted to amend condition number 10 to state that "the County would agree to the provision of additional screening, acceptable to both the County and the City, with such screening occurring when development on the TCAAP property warranted such screening." . MOTION: Councilmember Larson moved and Councilmember Grant seconded a motion to approve Planning Case No. 03-08: Ramsey County Public Works Facility Special Use Permit, with the following revisions to staff's recommendations. Condition number 10 to include that the County agrees to the provision of additional screening, acceptable to both the County and the City, when the City deems that future development of the TCAAP property warrants such screening. Condition number 11, to include the wording recommended by the City Attorney as noted above. .. MOTION: Councilmember Larson moved and Councilmember Grant seconded a motion to amend condition 8 to read: That the building material variance as outlined in item number 13 meet the approval of the City Planner and Building Inspector, and that additional design features, that break up the cold storage/screening wall with changes in relief, material, setbacks, and/or color, be included in the variance and also receive the approval of the City Council. The motion carried (4-1). (Mayor Aplikowski). The original motion carried unanimously (5-0).
