ARDEN HILLS REGULAR CITY COUNCIL MEETING MINUTES
MAY 27, 2003

5

.

retreat center. He indicated the Planning Commission discussion mainly focused
on traffic, landscaping, open space, and the design of the facility.

Greg Anderson, Anderson Builders, summarized the project and requested
feedback from the Council.

Councilmember Grant requested a summary of the vanances that would be
required.

Mr. Hellegers summarized the variances in detail.

Councilmember Holden expressed concern about the height of the building and
the height ofthe cross.

Mr. Parrish replied they were not allowed to regulate the height of those types of
structures.

.

Councilmember Larson agreed with staff, but noted this would be brought forth
as a Planned Unit Development, which would give the City additional flexibility.

Councilmember Grant agreed they could not control the height of the cross, but
they did the right to limit the variance upon which it stands. He noted this plan
would change the character of the neighborhood with respect to trees being
removed. He asked if there were any concept drawings of the buildings with the
trees removed.

Mr. Hellegers replied there was no rendering of what the building would look like
without the trees. He noted there would be a significant amount of landscaping
removed and this was a concern of the Planning Commission. He indicated the
Planning Commission requested the applicant look at additional landscaping.

Councilmember Grant asked if they had spoken with Rice Creek Watershed.

Mr. Hellegers replied the applicant had spoken with them.

. Councilmember Grant requested they keep in mind that there would be quite a
bit of additional impervious surface, and they needed to take this into
consideration as they remove the landscaping.
