.

.

.

ARDEN HILLS REGULAR CITY COUNCIL MEETING MINUTES
MAY 27,2003

6

Councilmember Rem expressed concern about the impervious surface and how it
would affect landscaping and drainage in the area. She requested the applicant
keep in mind they are bordering residential areas and they should attempt to
minimize the appearance of the impervious surface. She asked if they had looked
into adding a parking ramp instead of a large parking lot.

Councilmember Larson noted this was different kind of a church than what the
City envisioned for a neighborhood church and expressed concern about the
additional traffic, parking, and drainage issues. He stated if the applicant was
going to concentrate all of the parking on one side, they needed to be sensitive to
the neighbors and include additional screening. He agreed with a berm along that
side. He stated he could not justify all of the signage they were requesting. He
expressed concern about the lighting on the west side and asked them to consider
this. He expressed concern that there would be more people utilizing the Snelling
Avenue exit instead of the Highway 96 exit.

Mayor Aplikowski stated she did not have a concern regarding the exits for the
Church. She stated she was not concerned about shielding the building, but was
concerned about the parking area. She requested the applicant have a safe exit out
of the parking lot if they put in a berm. She stated she believed this was a
neighborhood church and commended them.

Randy Bolduc, Ellerbe Beckett, explained the reason they needed a five-foot
higher building.

Councilmember Grant stated the R-I Zoning for this location was not an issue
for him. He believed it was great the church was expanding.

Reverend Orlando Logelin, representative of North Heights, stated one of the
Church's strengths was productions and the reason they needed a larger facility
was for more open space and an area to store the equipment.

Councilmember Larson asked that they consider not having a steeple that
exceeded the height of the existing steeple.

B.
