<br />ARDEN HILLS REGULAR CITY COUNCIL MEETING MINUTES <br />JULY 28, 2003 <br /> <br />6 <br /> <br />. <br /> <br />Mr. Parrish stated the preliminary financing proposal called for a SO/50 cost split <br />between the City and residents living directly adjacent to Karth Lake. He <br />indicated it would be necessary to create a Lake Improvement District for Karth <br />Lake. He noted they had received two e-mails from residents, one from Carol <br />Jacobsen, 1295 Wyncrest Court that stated: <br /> <br />Just today I learned that a meeting had been scheduled for this <br />evening to further discuss issues regarding the possible <br />pumping of Karth Lake. It is my understanding that a letter <br />dated July 23, 2003, was sent to the Karth Lake Area residents. <br />Please be advised that the residents on Wyncrest Court did not <br />receive this letter nor did they receive any notification of a <br />meeting this evening. <br /> <br />. <br /> <br />It is further my understanding that the letter sent to Karth Lake <br />Area residents proposes a permanent pumping method utilizing <br />a route that extends to the existing storm sewer system through <br />Guidant property and, therefore, should have no impact upon <br />the residents of Wyncrest Court. Should any alterations to the <br />Guidant route be proposed, I would expect that prompt <br />notification would be delivered to all residents of Karth Lake <br />South (Wyncrest Court). <br /> <br />I would like to thank the Councilmembers for your time and <br />attention in reaching a mutually agreeable resolution to this <br />matter, Thank you, <br /> <br />Mr. Parrish stated staff had also received a second e-mail from Ron Hagkull, <br />1289 Karth Lake Circle that stated: <br /> <br />Some of my comments herein are those that I publically(sic) <br />voiced at the Arden Hills City Hall on July 14, the most recent <br />public meeting called on the subject. <br /> <br />. <br /> <br />First, there are 5 homes/families on Karth Lake Circle that <br />directly border on the N-W side of the lake, None of us has <br />been unduly affected by the rising/lowering of the lake levels <br />as we are all situated on elevated lots, We, and the other <br />residents did not create the situation that all the lake residents <br />
