ARDEN HILLS REGULAR CITY COUNCIL MEETING MINUTES
JULY 28, 2003

7

.

now find themselves in. As I stated in the July 14 meeting, the
problem was created, in my opinion, in the 1970's, by a group
of technical, development and political persons who failed to
plan for the obvious increase in lake level to follow the
development planes),

.

Now you propose to further tax/assess those of us who have
lakeshore further monies for something that was not our doing
but that of the "city" in the original process in the 1970's, I
recognize and agree that a pumping facility is needed to keep
the lake level constant. What I fail to understand is why you
have chosen to exclude the other residents, commercial finns,
and drainage entities that flow into Karth Lake and cause the
lake to increase beyond pre-development levels, As an
example, the houses on the west side of Karth Lake Circle all
drain into the lake, There are at least 4 automatic lawn
sprinkler systems that are notorious for wastage (drainage into
the lake) and there are none on our side of the lake, the east
side of Karth Lake Circle. Those of us on the lake paid a
premium of approximately $10,000 for our lots initially. Our
taxes are essentially twice that of residents across the street,
whose runoff also drains into the lake!

During the July 14 meeting, it was mentioned that funding for
this project may be forthcoming from Rice Creek Watershed,
Ramsey County, and possibly others. Now it is the City of
Arden Hills and the lake residents in a 50/50 split basis. Not a
true 50/50 split as the lake residents are part of/contribute to
the city's 50% as well!

.

Given the time, I would invite you to tour the lake on a boat
and note how nice the lake looks now at this level. Contrary to
what was stated at the meeting, no one in our recollection was
ever "able to walk across the lake" nor have we ever seen 35
egrets in one tree, We do see egrets and other wildlife and
expect we will continue to see such, I personally have lost 1
large oak tree and 2 small ones but have ample others on my
lot.
