Site Improvements Included in Bid Package
• Removals
Hardcourt Rehab (New pavement and Acrylic Surfacing for Basketball and Pickleball)
Installation of Amenities
• Bid Alternate — ADA trail connection at Arden Oaks Park
Plans and engineers' estimates have been prepared for the project and are attached for review.
Fence at Freeway Park
At the December 9 City Council Work Session, the council discussed barrier options from the
playground area to the hill towards the on -ramp to Snelling Ave. Direction from the Council was
to move forward with a chain -link fence as an appropriate barrier.
Staff and park consultant were able to contact and meet with MnDOT to discuss options for a
chain link fence being installed on the MnDOT Right -of -Way (ROW). The MnDOT
representative was receptive to the idea and understood the safety concerns of the residents and
City Council. MnDOT informed that they would start some internal review on their side and
would get back to the City in a couple of weeks with considerations of location, long-term
maintenance and cost -share.
With the possibility of a fence on MnDOT ROW, this item has not been included in the plans.
Staff is recommending removing the replacement of the fence on the west property line from the
project scope due to the costs and not being part of the original project scope. As fence
conversations continue with MnDOT, staff can properly budget for a fence project in the future.
Bid Alternate
Included in the plans is a bid alternate item for an ADA trail connection from Arden Oaks Drive
to the playground containers. With the new playground being an all-inclusive and ADA
accessible playground, an ADA compliant trail should also be installed. The trail does not need
to be installed with the project and could be installed next year, but the thought was to include it
as an alternative item and if the cost was economical this year to complete the trail. Otherwise,
this could be completed as a project in 2026, and the city would have a good estimation of
project costs. Bid alternate is not included in the estimated costs.
Budget Impact
Estimated Costs:
PSA — Public Engagement and Project Scope $12,419.00
PSA — Design & Construction Administration $79,586.00
Arden Oaks Park Construction (Engineers Estimate) $40,825.00
Arden Oaks Playground Structure $172,178.00
Arden Oaks Swing Addition $4,948.78
Freeway Park Construction (Engineers Estimate) $46,194.75
Freeway Park Playground Structure $150,434.00
Freeway Park Playground Surfacing (Engineered Wood Fiber) $9,200.00
Park Site Amenities (estimate) $23,000.00
Total Estimated Project Cost $538,785.53
