Pedestrian and Bicycle Circulation – For Review <br />The Applicant has stated that this project will include pedestrian trails on the northwest side of the <br />proposed apartment building. Pedestrian trails will be connected to the regional county trail system <br />located along the south side of County Highway 96. In addition, concrete walkways will be <br />constructed internal to the site allowing pedestrian movement to and from the church building. <br /> <br />The Applicant is proposing bicycle parking as part of this development within the underground <br />parking. The submitted Architectural Plans show 72 bicycle spaces. City Code requires that <br />multifamily dwellings that require a CUP to provide enclosed bicycle parking at a rate of 0.5 spaces <br />for every dwelling unit, for a total of 59.5 stalls. The submitted plans indicate that the Applicant <br />would satisfy the requirements for pedestrian and bicycle circulation. <br /> <br />K. Freestanding Signs –Meets Requirements <br />The Subject Property is in Sign District 3 (i.e. all residential properties zoned R-3 and R-4) for the <br />newly created Lot 1 and Sign District 2 (i.e. all non-residential uses in the R-1 through R-4) for <br />the existing Lot 2. The Applicant has indicated that there will be no signs located on Lot 1 and that <br />the existing sign located near the access to County Highway 96, and located on Lot 2, will be <br />modified and expanded to include a sign to serve the use of Lot 1. <br /> <br />Properties in Sign District 2 are allowed one freestanding sign with 48 square feet in copy area and <br />not exceeding six feet in height. Freestanding signs shall be located at least five feet from any <br />property line. Sign copy area is defined as the area in square feet of the smallest rectangle, circle, <br />or triangle that contains the sign copy. Signs in Sign District 2 may be lit by external or internal <br />illumination only. <br /> <br />The existing sign that will be modified is an existing sign with internal illumination that will be <br />modified. The applicant has indicated that the sign will be expanded to the south. The setback from <br />the property line will be reduced due to the dedication of right-of-way but will still be consistent <br />with the City Code. <br /> <br />Limited information regarding the sign has been submitted. If any deviation from the established <br />standards occurs, an additional review may be required. <br /> <br />Proposed Freestanding Sign <br />
