Traffic Study and Site Circulation – For Review <br />The site currently has two access point to the Subject Property along County Highway 96 and <br />Snelling Avenue North. No changes are proposed to the current configuration. As part of the <br />application, the Applicant has provided a Traffic Review Memo (Attachment J) which references <br />the future intended use of proposed Lot 1, Block 1. The memo notes that the overall impact of the <br />intended use on area roadway capacity is expected to be minimal and that no significant issues are <br />expected as a result of the proposed development from a traffic capacity perspective. <br /> <br />In response to prior concept review comments from the City Council, the Applicant has shown in <br />the renderings that vehicles leaving the apartment building will be signed as “Left Turn Only” with <br />signage showing “No Right Turn” movements to reinforce traffic patterns towards Highway 96. <br />The illustrations provided in the application show there will be a “Left Turn Only” marking at the <br />access point of Highway 96. During the Planning Commission review, the Applicant confirmed <br />this was not accurate and vehicles will be able to turn in both directions exiting onto Highway 96. <br />Markings and signage will be installed at the drive aisle leaving the apartment building. A <br />condition of approval is included below that the submitted plans be revised to show the markings <br />and signage on the plans. <br />Access to County Highway 96 from Submitted Renderings <br /> <br />Access to right-of-way for proposed Lot 1, Block 1, will be shared with the existing access for <br />proposed Lot 2, Block 1. A condition of approval is included below to require that a shared access <br />agreement is recorded before the final plat can be recorded. <br /> <br />The Applicant has submitted exhibits that detail how emergency vehicles and waste collection <br />vehicles would traverse the site. The submitted plans indicate that the Applicant would satisfy the <br />requirements for site circulation. <br /> <br />Concerns regarding noise from the surrounding highways impacting future residents within the <br />development were identified as a concern as part of previous reviews. The Applicant has submitted <br />a Traffic Noise Assessment (Attachment K) has been prepared by David Braslau Associates, Inc. <br />The assessment is attached to this report. The summary of findings within the report found that a <br />higher level of glazing would be required on windows on the proposed multifamily dwelling to <br />meet Minnesota noise rules. The assessment also analyzed the impact of sound on surrounding <br />residential uses. This analysis found changes to surrounding properties that would not be easily <br />detectable and no suggestions were made for this change.
