A <br />Building Permit will be required prior to any construction taking place. <br /> <br />Public Works Director/City Engineer <br />The Public Works Director/City Engineer has reviewed the plans. A memorandum has been <br />prepared by the Public Works Director/City Engineer and included as Attachment M. <br /> <br />Fire Marshal <br />The Fire Marshal is currently reviewing the plans. No additional conditions have been included at <br />this time <br /> <br />Ramsey County <br />Ramsey County has reviewed the plans and submitted a statement submitted December 3, 2024, <br />that addresses traffic/access, programming, and permitting. Comments included: <br />• County Road 96 and church access intersection is anticipated be signalized as part of the <br />Rice Creek Commons development, this development should present minimal issues to <br />the county’s roadway system <br />• Development access intersection with CSAH 96 will be shared with access to the Rice <br />Creek Commons site to the north. If construction will take place simultaneously, <br />coordination between contractors will be required. <br /> <br />Minnesota Department of Transportation <br />MnDOT has reviewed the plans and submitted a letter dated November 27, 2024, that addresses <br />noise, surveys, and required permits. The letter is included as Attachment N. <br /> <br />United States Fish and Wildlife Service <br />FWL did not provide comments at the time of writing this report. <br /> <br />Minnesota Department of Natural Resources <br />The Area Hydrologist stated that the plans appear to be consistent with the requirements, including <br />those for open space and density, in Minnesota rules for residential PUDs in shoreland. <br /> <br />Planning Commission Review <br /> <br />The Planning Commission reviewed this application at the December 4, 2024 meeting. The <br />Commission discussed the discretion the City has in reviewing the application, the park dedication <br />fees, traffic controls, the lack of affordable housing in the proposal, the density of the proposal, <br />landscaping and tree management, access to the site, and internal circulation of traffic. <br /> <br />The Commission voted 5-2 to recommend denial of Planning Case 24-018 with the following <br />findings: <br />
