Page 1 of 2 <br /> <br />CONSENT ITEM – 8E <br /> <br />MEMORANDUM <br />DATE: January 13, 2025 <br />TO: Honorable Mayor and City Councilmembers <br />Jessica Jagoe, Interim City Administrator <br /> <br />FROM: Jen Estling, Deputy Clerk <br />SUBJECT: Resolution 2025-003 - 2025 Curbside & Non-Curbside Recycling Fees <br />Budgeted Amount: Actual Amount: Funding Source: <br />N/A N/A N/A <br /> Council Should Consider <br /> <br />Motion to approve, table or deny the following: <br /> <br />• Resolution 2025-003 setting the 2025 Curbside and Non-Curbside Recycling Fees <br />Background <br /> <br />Republic Services will provide curbside recycling collection through May 4, 2025. The City will <br />enter into a contract with Walters Recycling and Refuse to provide curbside recycling collection <br />beginning May 5, 2025. The per unit annual fee for residents receiving curbside collection will be a <br />blend of the rates in the previous contract with Republic Services and the new rates with Walters <br />Recycling and Refuse. <br /> <br />The recycling budget is an enterprise fund that receives revenues from the annual household fee that <br />is applied to the property taxes and from the SCORE grant provided by Ramsey County. The <br />majority of the expenses are for the collection services provided by Republic Services. Since there <br />are no other dedicated funding sources, the revenue must be balanced with the expenses. <br /> <br />Ramsey County typically requires recycling fees to be set by the end of November so they can add <br />the amounts to the upcoming year’s property taxes. Due to the timing of our Recycling RFP and <br />contract negotiations, Ramsey County extended that deadline to no later than January 17. <br /> <br /> <br /> <br />
