This amount equates to
$5.00 per month, which will be assessed for January through the end of the contract.

• Walters Recycling and Refuse

Beginning May 5, 2025, the annual fee for residents receiving curbside collection will be $99.00 in
2025. This amount equates to $8.25 per month, which will be assessed for May 5 through December
31, 2025.

The increase in the base fee for curbside recycling per household is necessary due to the change in
recycling haulers which will increase the City’s cost to provide this service.

Staff is proposing an increase in the annual fee for each housing unit that is not part of the curbside
recycling program. Although these properties contract separately for regular recycling services, they
can choose to opt-in with the City’s Hauler and will have access to the community cleanup event.
The current fee is proposed to increase from $3.50 to $3.75 per year. This fee is applied to Cottage
Villas, Hunters Park Condos, Parkshore Apartments, Arden Manor, E Street Flats, Arden Flats,
Johanna Shores, New Perspectives and Round Lake Senior Living.

Budget Impact

The recycling budget is an enterprise fund that receives revenues from the annual household fee
that is assessed to the property taxes and from the SCORE grant provided by Ramsey County.
Most of the expenses are from the services provided by the Recycling Hauler. Since there are no
other dedicated funding sources, the revenue must be balanced with the expenses.
Attachments

A. Resolution 2025-003
