<br />. <br /> <br />. <br /> <br />. <br /> <br />ARDEN HILLS CITY COUNCIL - JANUARY 10, 2000 <br /> <br />2 <br /> <br />PUBLIC COMMENTS <br /> <br />Mayor Probst invited those present to come forward and address the Council on any items not <br />already on the agenda. There were no public comments. <br /> <br />UNFINISHED AND NEW BUSINESS <br /> <br />A. Planning Case #00-02, US West, 3499 Lexington Avenue, Special Use Permit and <br />Site Plan for an Antenna and Ground Equipment <br /> <br />Ms. Randall explained that the applicant was requesting a Special Use Permit and Site Plan <br />Review to allow for the placement of a US West Wireless PCS antenna on the roof of the <br />building and electronic equipment on the ground of the Catholic Aid Association located at 3499 <br />Lexington Avenue North. <br /> <br />The applicant was proposing to place an antenna on the top of the existing building. The <br />proposed antenna is just under 12 feet tall and will be painted a light gray. The antenna requires <br />electronic equipment to be located on the ground. The applicant was proposing this to be at the <br />northwest comer of the building. <br /> <br />The electronic equipment is screened by the building on the east and south sides, a proposed <br />retaining wall on the west and existing trees on the north side. <br /> <br />The City Ordinance states that no antenna or tower shall exceed a height of 75 feet. The <br />proposed antenna and mounting is approximately 12 feet in the height and the building is <br />approximately 42 feet in height for an overall total height of 54 feet. <br /> <br />The applicant was proposing three antennas in one single cylinder, mounted at the top of a <br />support assembly on the roof of the building. The proposed antenna meets the location and <br />number of antenna requirements. The electronic equipment is five feet tall, eight feet long, and <br />four feet wide. The equipment meets all required setbacks. <br /> <br />Ms. Randall advised that the Planning Commission recommended approval of Planning Case 00- <br />02, Special Use Permit and Site Plan Review, subject to the following conditions: <br /> <br />1. The antenna and all mounts shall be painted light gray. <br />2. Existing trees along the north property line remain for screening. <br /> <br />Ms. Randall stated that staff had recommended the proposed retaining wall be constructed to <br />match the building. The applicant informed staff and the Planning Commission that the owner of <br />the property was installing the retaining wall for drainage purposes. The retaining wall matches <br />the building and is almost complete. Because the retaining wall was being installed for other <br />reasons and will match the building, the Planning Commission did not include this as a <br />condition. <br /> <br />Councilmember Grant asked if the US West equipment will be visible from Lexington Avenue. <br />Ms. Randall stated that the equipment will not be visible from Lexington Avenue.
