ARDEN HILLS CITY COUNCIL - JANUARY 31 2000
,

19

.

three safest campuses in the State of Milmesota, Since he is not an expert in traffic management,
he has deferred to Mr. Soler, the Ramsey County Traffic Engineer and Bethel College must
consider the recommendations of Ramsey County,

Mr. Kunkel noted that this project has been worked on for a long time in conjunction with the
City of Arden Hills, He felt that the plan was good for Bethel College students and will benefit
the community of Arden Hills,

Mayor Probst asked what the timeline for approval was, Ms, Randall stated that the review
period had been extended to Monday February 28,2000, She indicated that the City may, with
the petitioners consent, extend the review period beyond that date,

Councilmember Larson stated that he was still concerned about the design of the intersection,
He felt comfortable with the actual proposal and believed that most of the issues have been
addressed, Although he would prefer more vegetation along the soccer fields, his biggest
conccrn was not knowing how Ramsey County planned to restripe the road, If the complex is
uscd for overflow parking for events, this will result in more pedestrian traffic crossing four lanes
to and from the main campus,

.

Councilmember Larson noted that the City Council had discussed the speed limit on Old
Snelling Avenue ranging from 40 miles per hour to 45 miles per hour. The City had contacted
Ramsey County regarding the inconsistency in the speed limit and the County responded that
there was a process that must be followed and there was a risk of the speed limit increasing rather
than decreasing,

Mayor Probst questioned why this portion of Old Snelling Avenue was currently four lanes, He
believed that this was one reason for thc speeding traffic, He stated the proposed three lane
configuration would help the situation, He stated that it would be helpful to review Ramsey
County's intentions for managing the intersection, He was not convinced that the proposal will
be detrimental, rather he felt that it may help the situation.

Councilmember Aplikowski noted that there currently are joggers along the street. She felt that
there would not bc a significantly higher number of people crossing the road than there are now,
She did not believe that the proposal will increase the traffic speed on Old Snelling Avenue since
people are driving faster everywhere, Mr. Coopet noted that the athletic complex will generate
more traffic, With the exception ofthe occasional visiting teams, Councilmember Aplikowski
stated that the complex will be used for the students while at school, Any additional traffic will
be generated by the City if the City chooses to use the complex,

Mayor Probst noted that if the to acre site was residentially developed it could have 30 homes.
The average trips per home is cight to 12 per day and a residential development would generate
much more traffic than the 41 car parking lot.

.

Mr. Kristufek was concerned about the additional pedestrian traffic, At times the entire tennis
team will be crossing the road on foot which is more pedestrian traffic than there has been,
