The proposed buildings are in the <br />same general location as the concept proposal. <br /> <br />The applicant was proposing six buildings; Picnic Pavilion, Picnic Shelter, Beach Building, <br />Gazebo, and two restroom buildings in various locations throughout the site with this phase. The <br />buildings will be of a prairie style and "viII be easy to clean. The picnic pavilion was designed to <br />be used by multiple groups. <br /> <br />The buildings meet the height and setback requirements including the required 75-foot setback <br />from the Ordinary High Water Mark and residential properties. The existing buildings will be <br />removed. <br /> <br />Ms. Randall advised that the Planning Commission recommended approval of Planning Case <br />#00-10, Site Plan Review, subject to the following conditions: <br /> <br />Submittal for site plm approval prior to the commencement of construction of any <br />additional phases ofthis project. <br />Compliance with the City's Shoreland Ordinance. <br />Approval of the grading, drainage, and erosion control plans by the Rice Creek <br />Watershed District. <br />The smallest amount of bare ground is exposed for as short as time as feasible. <br />Approval of the necessary wetland impact permits from Rice Creek Watershed District, <br />Minnesota Department of Natural Resources, and the U,S. Army Corps of Engineers. <br />Notification, review, and approval of all utility plans by City Staff. <br /> <br />Mr. Larry Holmberg, Ramsey County Parks Department, introduced himself and Jerry Hagen, <br />HCM, md offered to present the color renderings of the proposed buildings. <br /> <br />Mayor Probst stated that the City was contacted by Ms. Kathy Nelson, 3475 Siems Court, <br />suggesting that Ramsey County consider selecting colors for the playground equipment that <br />would blend into the natural surroundings, rather thm selecting a loud color that would be Jess <br />aesthetically pleasing to residents. <br /> <br />Mr. Hagen presented the color renderings of the proposed buildings and explained their <br />locations. <br /> <br />Mayor Probst asked if the playground equipment will be installed this year. Mr. Holmberg stated <br />that they will be. Mayor Probst confirmed that the entire southern portion of the park will be <br />completed with this construction phase. Mr. Holmberg stated that additional trails will be added <br />next year. <br /> <br />Mayor Probst asked if the paving area that extends beyond the picnic shelters will be concrete. <br />Mr. Hagen stated that this was correct. He noted that the concrete will be a muted color rather <br />than gray. <br />
