ARDEN HILLS CITY COUNCIL - FEBRUARY 28, 2000

7

MOTION:

Council member Aplikowski moved and Councilmember Larson seconded a
motion to adopt Resolution #00-16, Resolution Revising Sanitary Sewer Utility
Rates Effective January 1,2000. The motion carried unanimously (5-0).

.

D. Resolution #00-13, Metropolitan Council Transit Restructuring Plan

Mayor Probst stated that he has no problem with thc transit restructuring plan but would like to
add a third item indicating the Metropolitan Council needs to look at its restructuring and see
how it aligns with the affordable housing initiatives. He noted this has been strongly suggested
by the Metropolitan Council and yet thcy are pulling service out. Thus the two policies are not
congruent. Mayor Probst stated he would like to add this third comment to make sure the
affordable housing policy and initiatives coincide with transit initiatives. He asked Mr. Lynch to
provide amended language.

MOTION:

Councilmembcr Larson moved and Councilmember Aplikowski seconded a
motion to adopt Resolution #00-13, Resolution Approving and Adding Comment
to the Metropolitan Council Metro Transit, Sections 1 and 2, Restructuring Study,
as amended above. The motion carried unanimously (5-0).

Councilmember Aplikowski stated that at a future meeting, she would like to discuss affordable
housing and obtain everyone's viewpoint.

.

Mayor Probst noted the City of Arden Hills has essentially deferred to the development of
TCAAP to deal with that issue since, basically, the city is built out. He noted since that "day will
be dawning" fairly soon, it would be appropriate to come to grips on what is meant by
"affordable housing."

ADMINISTRATOR COMMENTS

A. Park Maintenance Employees

Mr. Lynch reported that the Park Maintenance employees have petitioned to join the contract of
the Local 49. He stated he, Mr. Moore, and Mr. Stafford will meet with the union business
representative to begin discussions on how and when that happens and will provide information
in written form as it becomes available.

Mr. Lynch reported that he has requested that two Public Works employees, Mike Schifsky and
Frcd Reed, attend the March 13 City Council meeting to be recognized for their improved safety
for snowplow operations. Mr. Lynch commented that regardless of whether they receive an
award for this effort, he would like them to appear before the Council and be recognized for their
efforts. The Council agreed.

COUNCIL COMMENTS

. Councilmember Grant announced that the Parks and Recreation Committee would meet on
February 29, 2000, at 7:00 p.m., to review the Tony Schmidt Park project and proposals for
Ingerson Park.
