Ms. Swanson stated she <br />believed it was never accepted by the Council. Mayor Probst explained there was an action by <br />the Council two weeks ago to move ahead with the recommendations. He asked Ms. Swanson if <br />this was a major issue. <br /> <br />Ms. Swanson stated it was not a major issue but she wondered why it was changed. <br /> <br />Councilmember Larson stated the change was in Mr. Lynch's memo as part of staffs <br />recommendations. <br /> <br />Ms. Swanson stated she believed there has never been a Council motion to accept the <br />recommendations in the memorandum. <br /> <br />Mayor Probst stated the Council took two actions that evening <br /> <br />Councilmembcr Larson read the meeting minutes relating to this item, indicating the "group was <br />originally declared to be a task force, however, it is generally the expectation that a task force <br />will function for some length of time, but eventually work itself out of a job. A proper title may <br />be the Ingerson Road Improvement Group. This would signify that the group's main focus is tbe <br />Ingerson Road Improvement Project, and is limited in a time frame to bring forth a <br />recommendation on that subject only." <br /> <br />Mr. Lynch read the motion as contained on Page 10 of the February 14, 2000 Council meeting <br />minutes which indicates the "Ingerson Road Improvement Review Group" He noted it became <br />that name as part of the motion. <br /> <br />C. Resolution #00-16, Adopting Revised Sanitary Sewer Rates, Including Year Two of <br />Senior Rate Adjustment Pbase-In <br /> <br />Mr. Lynch noted that at the December 14, 1998, regular meeting, the City Council adopted <br />Resolution No. 98-79, "Revising Sanitary Sewer Utility Rates Effective January I, 1999." The <br />impact of this action was to increase the senior rate flat charge and to decrease the other customer <br />rates. The increase in the senior rate resulted from a staff recommendation to phase in a <br />seventeen percent price increase over a three year period (I 999-200 I) to accomplisb the <br />objective of having a senior sanitary sewer rate reflective of average water consumption (67%) <br />compared to other residential customers. <br /> <br />Mr. Lynch stated staff is also recommending a reduction in the residential and non-residential <br />sanitary sewer rate due to the continued reduction in processing costs from the Metropolitan <br />Council Environmental Services Division (MCES). He noted the summary contained in the <br />proposed resolution. <br /> <br />Councilmember Grant asked if the rate change is only for year 2000, and that the year 2001 <br />information is being provided for informational purposes. Mr. Lynch stated that is correct, <br />assuming the Metropolitan Council does not raise its rates. <br />
