MEETING MINUTES <br /> CITY COUNCIL WORKSESSION <br /> MONDAY, APRIL 17,2000 <br /> 4:45 P.M. - CITY HALL, 4364 WEST ROUND LAKE ROAD <br /> CALL TO ORDER <br /> Acting Mayor Gregg Larson called the meeting to order at 4:50 p.m. Those <br /> present included Councilmembers Beverly Aplikowski and David Grant. Staff <br /> present included City Administrator, Joe Lynch; City Accountant, Terry Post; <br /> Public Works Director, Dwayne Stafford; Parks and Recreation Director, Tom <br /> Moore; and Recording Secretary, Sheila Stowell. <br /> Others present included the City's Consulting Engineer, Greg Brown; and <br /> members of the City's Water Quality Task Force, as identified later. <br /> Councilmember Rem arrived at approximately 5:00 p.m. and Mayor Probst <br /> arrived at approximately 6:15 p.m., at which time, Acting Mayor Larson turned <br /> the gavel over to Mayor Probst. <br /> CHARITABLE GAMBLING POLICY DISCUSSION <br /> . City Accountant Post requested discussion of the City Council's intent of the <br /> existing language of Section 4-43, "Trade Area Restriction," of City Code <br /> regarding charitable gambling, as it related to a recent request for a premises <br /> permit application. <br /> Discussion included the original ordinance intent and current interpretation and <br /> the need tor the ordinance to be more explicit to clearly identify those funds <br /> remaining in the trade area for lawful purposes, not strictly for use by an <br /> organization for internal program funding; "bricks and mortar" operations in the <br /> City compared to outside organizations. <br /> Acting Mayor Larson identified that the specific issues needing Council <br /> clarification appeared to be the City's general policy, and the current St. <br /> Katherine's Premises Permit application itself, each to be considered as separate <br /> Issues. <br /> Reference was made to the original ordinance adoption, discussion and intent, as <br /> of July 30, 1990. Mr. Post commented on his discussions with City Attorney Filla <br /> regarding the matter and that the intent should be clearly stated in the language of <br /> an ordinance. <br /> Mr. Post presented a draft of a recommended revision, essentially stating, "...an <br /> organization permittcd to conduct lawful gambling within the City shall expend at <br /> . <br />
