<br />ARDEN HILLS CITY COUNCIL - .Tune 26, 2000 <br /> <br />3 <br /> <br />. <br /> <br />Mayor Probst asked whether a definite number of additional dock doors was specified in the <br />request. Ms, Chaput stated the additional doors would be reviewed as requested, <br /> <br />Councilmember Aplikowski expressed her surprise that the Planning Commission was willing to <br />approve the three items in question since they have been particular in the past with regard to <br />tying up loose ends, <br /> <br />Councilmember Larson stated the issue has been discussed at length at recent Planning <br />Commission meetings he has attended, He noted the Council has expressed its concern that the <br />development does not resemble what was originally intended, He added he is troubled by items <br />being added to the parking lots at the site which were never intended there, <br /> <br />Councilmember Larson stated he recognizes the necd to attract and accommodate tenants, He <br />noted that if such items are added, additional screening should be required or wingwalls should <br />be extended, Councilmember Larson stated the Planning Commission had received little <br />guidance from the building owners with regard to these possibilities, <br /> <br />Ms, Domla Becker, a representative of Welsh Companies, stated that her company reviews each <br />request individually in light of the original planning process, and they feel they are in compliance <br />with what was intended, She added that if exterior storage is requested, Planning Commission <br />approval would be required, and potential tenants are advised of this possibility, <br /> <br />. <br /> <br />Ms, Becker stated she does not see the building as negative in appearance, She added that the <br />exterior doors are for emergency purposes, and enlarged doors and ramps are a necessity for the <br />use of the facilities, <br /> <br />Couneilmember Larson stated that the addition of ramps at the rear of the building is more <br />troubling to him, Ms, Becker stated that only one tenant has a drive-in ramp, She added that her <br />company wishes to work with City staff to meet their tenant's needs, <br /> <br />Couneilmember Larson stated he is comfortable with items I and 3, but not item 2, unless City <br />staff has an understanding that some Councilmembers are concerned about permanent ramps at <br />the rear of the development. Ms, Chaput stated that if the Council is not comfortable with that <br />item, she would recommend removing it from the PUD Amendment and returning it to the <br />Planning Commission for further review, <br /> <br />Mayor Probst stated that there had been extensive initial discussion with regard to the design of <br />the development and the importance of screening public streets from the loading dock areas, He <br />added that a change in the original plans makes some of the docks a lot more visible than what <br />was originally intended, He noted that if the Council had been aware that additional items would <br />be required on the property, additional screening would have been required, <br /> <br />Mayor Probst stated that the Council would wish the building's owner to be successful in the <br />community, but added he would wish some empathy in terms of the changes occurring on the <br />pro perty , <br /> <br />. <br />
