<br />ARDEN HILLS CITY COUNCIL - SEPTEMBER 11,2000 <br /> <br />26 <br /> <br />Councilmember Rem noted that comments had been made that there were some streets from <br />. which borings had not been taken. <br /> <br />Mr. Brown stated that he was comfortable with his recommendation, <br /> <br />Ms. Swanson noted that Mr. Brown had been tasked to create this project and she did not believe <br />that the project must include the entire neighborhood, She felt that the City needed to address <br />the life of the roads and their intended use, <br /> <br />Councilmember Aplikowski asked if it would be possible to make different improvements to the <br />same road. Mr. Brown responded affirmatively. <br /> <br />Councilmember Larson stated that the City Council must place some confidence in the <br />recommendations of the City Engineer and Staff who had reviewed the neighborhood and <br />determined that the roads should be reconstructed. He stated that at this time the City Council <br />can provide direction to the City Engineer, not decide whether or not Ingerson Road needs to be <br />reconstructed down to the subbase, <br /> <br />Councilmember Aplikowski stated that this was the reason she had asked if it was possible to do <br />a mixed reconstruction project in this area, She stated that she did not support the neighborhood <br />approach for street improvements because it will affect the entire neighborhood, as opposed to <br />only the residents of one street being affected at a time, <br /> <br />. <br /> <br />Dave Holken, 1245 Ingerson Road, asked how many borings had been done on Ingerson Road, <br />Mr. Brown stated that borings had been done every 500 feet <br /> <br />Mr. Holken asked if the borings had been done in the middle of the street Mr. Brown stated that <br />some of the borings had been done on the side of the street and some in the middle of the street <br /> <br />Mr. Holken pointed out that, although the City Engineer's opinion may not be biased, his firm <br />receives a percentage from this type of project. He stated that if the City Engineer would not <br />gain from the project he may be less willing to support it <br /> <br />Councilmember Grant noted that the middle section of Ingerson Road drains to the east rather <br />than to the west and asked how this could be solved, Mr. Brown stated that storm sewers or rain <br />gardens could be installed, <br /> <br />Councilmember Grant asked if it would be possible to perform a cold in-place recycle of the <br />roadway and install new storm sewers. Mr. Brown responded affirmatively, <br /> <br />. <br /> <br />Mayor Probst noted that the City recently performed a televising ofthe City sewer system. He <br />requested confirmation that some sanitary sewer problems had been found in this neighborhood. <br />Mr. Brown stated that this was correct He stated that it has not been determined whether the <br />relining of the pipes without digging up the street can repair these problems, <br />
