<br />ARDEN HILLS CITY COUNCIL - SEPTEMBER II, 2000 <br /> <br />27 <br /> <br />Councilmember Aplikowski suggested that a motion be made to direct the City Engineer to <br />. revise the feasibility study to include the reconstruction of Hamline Avenue and Cannon Road, <br /> <br />Mayor Probst suggested the motion be to direct the City Engineer to bring back a final <br />recommendation to the City Council for the street structures on a street by street basis up to and <br />including reconstruction, <br /> <br />MOTION: <br /> <br />Councilmember Grant moved and Councilmember Rem seconded a motion to <br />direct the City Engineer to bring back a final recammendation to. the City Cauncil <br />far the street structures an a street by street basis up to and including <br />recanstruction, The mation carried (4-1, Cauncilmember Larson opposed). <br /> <br />Councilmember Aplikowski stated that it was an unfair representatian afthe City Engineer to <br />state that he may be interested in financial gains, She felt that the City Engineer has served the <br />City af Arden Hills well. <br /> <br />Mayor Probst agreed that the comments regarding conflict of interest were nat appropriate. He <br />stated that the City's histary with this consultant has been such that the City has a high comfart <br />level that the City Engineer is making good recammendations. <br /> <br />Councilmember Rem noted that this question has been brought up during other street projects <br />and she felt that it was good to. address the issue up,tfont. <br /> <br />. <br /> <br />Mayor Probst suggested that the Council make a decision regarding the curb and gutter issue. He <br />believed that there was a consensus among the Cauncilmembers to include curb and gutter, <br />hawever, he did not believe that the profile of the curbs needed to be decided at this time, <br /> <br />MOTION: <br /> <br />Cauncilmember Aplikawski moved and Councilmember Rem seconded a motion <br />to direct the City Engineer to include curb and gutter in the feasibility report with <br />the profiles to. be determined. <br /> <br />Councilmember Grant requested confirmation that the motian was to include vertical face curb <br />and gutter with no. consideration for concrete edge strips, Mayor Probst indicatcd that the motian <br />stated the profile of the curb and gutter is to. be determined, and he believed that this would <br />include cansideration of concrete edge strips. Councilmember Aplikawski concurred, <br /> <br />Councilmember Grant stated that it was difficult for him to make these curb and gutter decisions <br />for the neighborhoad, He wished that there was an easy way to. resolve this and he stated that the <br />residents need to. come to a canclusion on what they want. <br /> <br />An audience member stated that the curb and gutter methods serves different purpases, She <br />indicated that in some areas curb and gutter are needed to direct the runoff water, where in other <br />areas the curb and gutter wauld only serve aesthetic purpases, <br /> <br />~ <br /> <br />Councilmember Larson felt comfortable that the motian was expressing support for curb and <br />gutter, recognizing that there are certain areas that the Council is recommending concrete edge <br />
