Councilmember Aplikowski stated that she would prefer a flat face curb and gutter, either four or six-inch high. However, per the conversation this evening, the intent of her motion was to direct the City Engineer to determine, if for example the upper half ofIngerson Road is not reconstructed, whether any curb and gutter will be installed in this area, On the bottom of Ingerson Road there has been a recommendation that rain gardens be used and surmountable curbs will most likely be used in this area. She stated that she was leaving it up to the City Engineer to make a street by strcet recommendation, Councilmember Aplikowski stated that, in her opinion, since the other streets in this neighborhood have been constructed with flat face curb and gutter, all the streets being considered under this project should have the same, However, the intent of her motion was to keep thc options open, The motion carried (4,1, Councilmember Larson opposed). Mayor Probst moved the discussion to the rain garden issues, Mayor Probst suggested that no action be taken at this point on the rain gardens, He believed that the City Council was interested in pursuing rain gardens and the issues are where they can be used and whether or not the property owners want them in their front yards, He stated that the next step was to identify possible locations, then the City can determine whether the property owners are willing to accept them, He noted that there must be a quantity of rain gardens in order for them to function properly. An audience member requested confirmation that the rain gardens would be in addition to other parts of the drainage plan, such as curb and gutter and holding ponds. Mr. Brown stated that this was correct. He indicated that the use ofrain gardens would reduce the load on the other drai nage systems, An audience member asked if this would really be worth while. Mr. Brown did not feel that the rain gardens were necessarily practical.
