<br /> <br />Page 6 <br /> <br />would result in a small reduction in GHG from baseline and reduced points toward LEED for <br />Communities certification. <br /> <br />• Ryan Companies’ aggressive timeline makes it difficult to assess the feasibility of <br />achieving the measures of the Sustainability Design Guidelines. In a typical design and <br />development review process, there would be time for additional coordination, including <br />the EDA program, to better understand opportunities for design changes. <br />• Energy Design Assistance (EDA), a free program provided by companies such as <br />Willdan, would provide critical data and design recommendations to achieve energy <br />efficiency goals. LHB believes that the SDG Energy Efficiency goal (50% better than <br />Minnesota Energy Code) may be achievable, and this process would analyze that. Ryan <br />Companies has indicated the tenant is planning to undertake this process, but it has not <br />yet begun. <br />• Many of the financial tools available, such as Inflation Reduction Act tax incentives, are <br />more complex to implement due to Ryan Companies’ model as a merchant builder. It is <br />possible for Ryan Companies to take advantage of these financing options, but it would <br />take additional time to do so. <br /> <br />The JDA should discuss and provide comments on these topics relate to sustainability guidelines. <br /> <br />TRC Analysis <br />Applicability <br />The TRC provides the following guide in using the code and evaluating a property. The process <br />is described as: <br />(a) Review Table 3-1 to evaluate the applicability of the TRC based on scope of the <br />proposed development. <br />(b) Locate the subject property on the Regulating Plan (Attachment 1). <br />(c) Identify the Zoning District in which the property is located. <br />(d) Review the Schedule of Uses by Zoning District as listed in Table 5-1 to determine <br />allowed uses. <br />(e) Examine the corresponding zone standards in the Building and Site Development <br />Standards in Section 6 to determine the applicable development standards and any <br />Frontage standards. <br />(f) Refer to Section 7.0 for Building Design Standards <br /> <br />Based on Table 3-1 the TRC is applicable to the development and as new construction, all <br />sections of the TRC apply. <br /> <br />In drafting this report, staff have attempted to follow this same process in organizing the <br />document, but small deviations have occurred for the sake of clarity of conciseness. As the <br />application is being reviewed as a concept plan, each individual standard has not been reviewed, <br />but general standards and requirements of the TRC have been assessed. As additional <br />information is submitted, the review is subject to change. <br /> <br />Throughout the review, text copied directly from the TRC has been italicized and sections that <br />are not applicable to the proposal have not been included.
