<br /> ARDEN HILLS CITY COUNCIL - OCTOBER 30,2000 8 <br /> Mr. Lynch stated that the City's Website Task Force discussed their recommendation to establish <br /> . a wcbsite and home page at a recent Council Worksession, He added that a direction for the <br /> Task Force was not clear at the end of the Worksession, <br /> Mr. Lynch stated that staffrecommends that the Council accept the Website Task Force <br /> recommendation to establish a "vebsite and direct City staff to return with information on policies <br /> and procedures needed for establishing and continuing operation of a website and rules and <br /> responsibilities needed in keeping a presence. <br /> Mr. Lynch stated that staff also recommends that the Council thank the Wehsite Task Force for <br /> their efforts, and disband by resolution the Task Force. <br /> Councilmember Rem expressed her surprise at staffs recommendation that the Task Force be <br /> disbanded. She referred to an August 14 memo from Ms. Chaput and the minutes of the <br /> September 18 worksession which indicated that the Task Force should further explore its <br /> recommendations. <br /> Councilmember Rem stated that the Task Force should be notified that they will not be required <br /> to meet again if staff wishes to carryon its work. She stated that her recollection was that the <br /> Task Force should move forward. <br /> COlmcilmember Grant stated he too was surprised to see the recommendation that the Task Force <br /> . be dishanded, He agreed that it was discussed at the September 18 worksession that the task <br /> force would go forward. He added he would wish the Task Force to be allowed to proceed if <br /> they are willing to do so. He noted that the Task Force is a group of talented residents who wish <br /> to contribute to the City and should be encouraged in their endeavors. <br /> Councilmember Aplikowski stated that disbanding of the Task Force is a premature step as the <br /> Council had not discussed it as definite. <br /> Councilmember Larson stated that the staff memorandum of August 14 indicated the Task Force <br /> should make a recommendation of whether or not to establish a website, which they have done, <br /> He added that their expertise should be utilized if there is some other way in which they can <br /> contribute to the process of setting up a website. <br /> Mayor Probst asked whether staff was satisfied that the website had provided the necessary <br /> information for staff to move forward with the creation of a website, Mr. Lynch stated that there <br /> was some concern among staff that the Task Force met without a clear sense of purpose or <br /> direction other than whether a website should be created, He added that staff felt they had <br /> provided the information requested by the Council. <br /> Mr. Lynch stated that the Task Force could continue its work ifthe Council so desired, but with <br /> expected outcomes clearly defined and limits clearly stated, He added, for example, that it would <br /> not be appropriate for a citizen group to make decisions about issues regarding the development <br /> . of policies and procedures. <br />
