<br />Council Meetfng Minutes <br /> <br />-2- <br /> <br />Sept. 24, 1973 <br /> <br />Hollenhorst moved, seconded by Crichton, that the Council table <br />its application on the Special Use Permit application, Case No. 73-16. <br />application to automatically expire on December 31, 1973, If not <br />pursued by Gustafson or soma other developer. Application must be <br />for the same proposal and plan requested by Gustafson, or anew <br />appllcat,lon and public hearing will be required. Motion carried <br />(Crepeau, HOllenhorst, Crichton, Olmen voting In favor of the motion: <br />Herrick abstaining). <br /> <br />. <br /> <br />Reguest re Certification of Delinquent Utility Account - 1833 Lake lane <br /> <br />Crichton moved, seconded by HOllenhorst, that the Council authorize <br />the Clerk to remove all penalties and to certify, without penGlty, <br />the balance, If not paid. Motion did not carry (Crepeau, Herrick, <br />Hollenhorst voting in opposition: C,ric:;hton and Olmeo. in favor of <br />the motion). <br /> <br />Crichton moved thvt the Council authorize the removal of the $1.65 <br />penalties against the outstanding debt incurred by the former owner. <br />Motion was 58condad by Hol!enhorst and carried unanimously. <br /> <br />(It was noted that If the account 15 not paid before certification <br />to the County, the 8% certification penalty wI II be i~posed on the <br />unp,ald balance. > <br /> <br />Cierk Administrator was reQuested to advise Mr. Apuli of the Council1s <br />action. . <br /> <br />REPORT OF VILLAGE ENGINEER DONALD LUND <br /> <br />Arden Manor Sewer ~ <br /> <br />Engineer Lund reviewed a letter, dated Sepi'. 20, 1973, from Suburban <br />Engineering, Inc. regarding Arden Manor Mobl te Home Park's sanitary <br />sewer. advising that the Village Pub! ic Works Department and Banister <br />& Associates wi II be notified prior to pr6ceedlng with Infiltration <br />tests: ~oting that the owner is not making any connections to the <br />existing system yet, and won't until the testing is "as complete <br />as possible." <br /> <br />Mr. Lund said he would edvise Suburban Engineering that no connections <br />to the existing sewer Syst&M should be made until tests indicate <br />no infiltration. After discussion of possible ways to prevent future <br />infi Itration, Hollenhorst moved ~ ot the Engineer be instructed to' <br />advise the property owner the+ the Village requires metering of the <br />sewer system. Motion was seconded by Herrick and carried unanimously. <br /> <br />. <br /> <br />Drainane - 4117 Gale Cir~ <br /> <br />Engineer Lund recommended that the Vi I!aae authorize the construction <br />of a 15 ft drivew~y apron and curbing at-4117 Gale Circle to alle- <br />viate the surface drainage across Mr. Neyer's property, adding the <br />construction costs of approximately $75-150 to the Bituminous Road- <br />ways' project. Mr. Lund said he considers this to be a special <br />problem and doesn't expect the problem on other lots.~!~~of which <br />ara hlghsr. .' ~ . <br /> <br />Richard Meyers, 4117 Gale Circle, expressed concern of drain~ge across <br />hi! ,riveway, stating he feals it has been an engineering prOblem <br />"from"the out5et. Mr. r~eyers advised that he and his neighbors have <br />brough't in OJ considerable amollnt of fill, a good deal of whieh Is in <br />the boulevard area, as an Interim solution. ' <br /> <br />Dlmen moved that the Council approve the Village Installation of the <br />driveway apron and CUi-bing as racomm"1oded by Engineer Lund at a cost <br />of $75-$120; property owner to malnt2in apron and curb after Instal- <br />lation by the Vi llage. Motion was seconded by Crichton and carried <br />unanimOUSly. <br /> <br />It ~as noted that It Is the understandino ~f ths Council that the <br />cost of this installation wl!l be paid o~t of the Public Works budget <br />and added to the assessment roll if a supplemental hearing on this <br />improvement is hold or added to future drainage assessment for this <br />area. <br /> <br />-2.... <br />
