<br />Council Meeting Minutes <br /> <br />-3- <br /> <br />Sept. 24, 1973 <br /> <br />REPORT OF VILLAGE TREASURER RICHARD O'KELLY <br /> <br />Treasurer O'Kelly reported Investments as follows: <br /> <br />August <br />Reinvested on September <br />n ff <br /> <br />20 - <br />19 - <br />" <br /> <br />$235,000 for 30 days <br />$130,000 for 90 days <br />$100,000 for 30 days <br /> <br />@ 10.10% <br />@ 10.7% <br />@ 10.45% <br /> <br />. <br /> <br />REPORT OF COUNCILMAN JOHN HOLLENHORST - Planning and Zoning <br />Human Rights <br /> <br />Case No. 73-40. Independent School District 621 - BuildlnQ PermIt <br /> <br />Hollenhorst reported that the Planning Commission recommends Council <br />approval of the Issuance of the building permit for the concessions, <br />storage, broadcasting building at Mounds View High School, subject <br />to t~e plans being signed by a registered engineer q~ architect. <br /> <br />Hollenhorst moved that the Council concur with the Planning Commission's <br />recommendation to approve Issuance of the bui Iding permit, subject <br />to plans signed by a registered engineer or architect, and subject <br />to ~pproval of the plans by the Fire Chief. Motion was seconded by <br />Herrick and carried unanimously. <br /> <br />Case No. 73-44. Independent School District 621 - Building Permit <br /> <br />Hollenhorst reported that Mr. Chatfield, tndenendent School District <br />621, has requested that the Council not take action on this applica- <br />tion until a later date. <br /> <br />The Council agreed to table the matter up to three months. <br /> <br />REPORT OF COUNCILMAN CHARLES CRICHTON - Finance, Ordinance Review <br /> <br />1974 Proposed Budget <br /> <br />Crichton presented transparencies regarding the proposed 1974 budget <br />for Council consideration. He stated that the objectives are: <br /> <br />I. Provide for necessary services. <br /> <br />2. No Increase In mill rate. <br /> <br />3. Provide for deSirable services. <br /> <br />Crichton reviewed the Finance Committee's recommended budget. <br /> <br />Crichton moved that the Council approve closing the following funds <br />and transfer any balances to the General Fund at the close of 1973: <br /> <br />" <br /> <br />208 - Municipal Land and Building Fund <br />209 - Civil Defense Fund <br />504 - Street Debt Retirement Fund. <br /> <br />Fund No. <br /> <br />tt <br /> <br />... The motion was seconded by Hollenhorst and carried unanimOUSly. <br /> <br />Crichton moved that the Council tentatively approve the proposed <br />1974 budget as amended by the specific changes recommended by the <br />Finance Committee (detailed In C. McNiesh's September 19 memo to <br />the Council). Motion was seconded by Hollenhorst and carrled,unan- <br />imously. <br /> <br />Crichton opened the discussion to the floor tor aDProval or disapproval <br />or changes to expend i ture" i hms in the tentat i \Ie 1974 bu~get. <br /> <br />Herrick moved that the Council approve the 1974 budget and t~xlevy <br />as submitted. Motion was seconded by Hollenhorst. Crichton moved <br />"he motion b& amended to add $970 to the Capital Outlay account of <br />Public Safety.
