Crepeau, Jr., Councilmen. John Hollenhorst, <br />Ron Herrick, Charles Crichton, Stan Olmen (8:30 p.m.l. <br />Absent - None. <br />Also Present - Attorney James Lynden, Engineer Donald Lund, Treasurer <br />Richard O,Kelly, Public Works Supervisor Hans Johansen, <br />Parks and Recreation Director John Buckley, Acting Clerk. <br />Administrator Charlotte McNlesh, Deputy Clerk Dorothy Zehm. <br /> <br />Approval of Minutes <br />The Minutes of the Ragular Council Meeting of May 14, 1973 were <br />approved as amended. <br /> <br />BUSINESS FROM THE FLOOR <br /> <br />Lake Johanna Water Level Problems <br />Mr. Norman Bakken, 3203 Shore wood Drive, reviewed his letter to the <br />Ramsey County Board of Commissioners re water leveJ problems on <br />Lak.e Johanna. He indicated that the "on-rush" of water from Rosevllle <br />since the installation of the enlarged culvert (tunnell In Rosevllle <br />at Lydia, and the Improved culvert at Shorewood Drive, the level of <br />Lake Johanna has risen from the normal 876.5 to 878.73, c~usln9~ exten- <br />sive erosion, up-rooting of trees, filling of Little Lake Johahna with <br />dirt. . <br /> <br />Ma yor Crepeau exp I a Ined thai- rep resenta t I ves of the V j II ages of Arden <br />Hills, Shoravlew, and Rosevllle mat with Ramsey County last w~ek--re <br />the Lake Johanna Inlets and outlets, and possIble. solutions to control <br />the !'ake level. <br /> <br />Engineer Lund suggested that the Counel I work with Ramsey County and <br />the Rice Creek Watershed District re this matter. <br /> <br />Mr. Don Reloux,. '209 Shorewood DrIve, stated his beach Is gone and land <br />along the drainage-way has eroded and he hopes we won't have to walt <br />another five years for the situation to be rectified. He requested <br />that the Coucil take immediate action to control the level of Lake <br />Johanna. <br /> <br />Mr. Warren Forslund, 3197 Shorewood Drive, said there Is no doubt that <br />the big bridge at Lydia and the one at Shorewood Drive, created the <br />high water problem, and asked about the right to sue for damages. <br /> <br />Attorney Lynden explaIned that If it Is a natur~1 depository of water, <br />there Is no flab! lity for the municipal'ity, unless it augments the flow; <br />If the flow is more than normal, there would possibly be some liability. <br /> <br />. <br /> <br />Mr. Bakken said he feels we have a legitimate complaint. <br /> <br />Attorney Lyndan suggested obtaining constructive rell.f from Rice Creek <br />Watershed District and Ramsey County, rather ~han suing for damages. <br /> <br />Crichton asked Bakken, 'Forslund and Reioux if they have a solution to <br />the problem In mind. <br /> <br />Mr. Bakken suggested two 50lution5~ <br />I. Create a culvert to maintain an even flow In and out of <br />Lake Johanna, and deepen the watershed area (reservoir) on <br />the north side of the culvert north of Johanna. <br />2. Stop all further building In the Village until we have ade- <br />quate drainage. <br /> <br />Mr. Lund explained that the problem extends all along the watershed <br />area; merely enlarging the culvert at the north end of the lake will <br />not solve t~e problem. <br /> <br />-1- <br />
