Meeting <br />Page two <br /> <br />May 29, 1973 <br /> <br />Mr. Forslund said that the ditch south of Lake Johanna must be rlp- <br />~a.pped Immediately or there won't be a Little Lake Johanna; dIrt and <br />trees are failing Into the ditch and filling the lake. <br /> <br />The Councl I agreed that the problem must be solved and requested that <br />citizens direct letters to the Ramsey County Board and to the Rice <br />Creek Watershed DistrIct, and said that the Village Council will con- <br />tinue Its efforts to resolve tho problem. <br /> <br />REPORT Of VILLAGE ATTORNEY JAMES LYNDEN <br /> <br />Uniform FranchIse Ordinance - Ordinance No. 172 <br /> <br />. <br /> <br />Attorney Lynden explained there is no latitude to change the terms <br />of the Ordinance and recommended Counci I adoption of the Ordinance <br />as presented, except to chango the heading to conform with the stand- <br />ard form tor Arden Hills ordInances. <br /> <br />Crichton moved, seconded by Hollenhorst, that the rules be waived and <br />the Council adopt AN ORDINANCE GRANTING TO NORTHERN STATES POWER <br />COMPANY, A MINNESOTA CORPORATION, iTS SUCCESSORS AND ASSIGNS, P~RMIS- <br />SION TO CONSTRUCT, OPERATE, RE~AIR, AND MAiNTAIN. IN tHE VILLAGE Of <br />ARDEN HILLS, MINNESOTA~ AN ELECTRIC DISTRIBUTION SYSTEM AND TRANSMIS- <br />sl6N LINES, INCLUDING ECESSARY POLES POLE LINES, AND FIXTURES AND <br />APPURHNANCES: FOR THE FURNISHING OF hECTRIC ENERGY TO THE VILLAGE <br />AND ITS INHABlTANTS6 AND OTHERS, AND TO USE THE STREETS, ALLEYS. AND DESIGNATING ITS REPRESENTATIVE <br />TO THE BOARD OF DIRECTORS OF THE ME RO RATE AUTHORIty; motion carried <br />unanimOUSly. . - <br /> <br />Hlghw~y E~sement <br /> <br />Attorney Lynden reviewed his latter of May 25, 1973, re S.T.H. 51-125, <br />Highway Easement. In which he advIsed that the Highway Oepa~tment <br />Intends to retain the highway easement; however, they may be amenable <br />to the Village's using the rlght-ot-way for open space or park purposes <br />on some type of lease or license basis until the Highway Department <br />makes a determInation to use the right-of-way or to relinquish It. <br /> <br />The Council refsrred the m~tter to the Parks and Recreation Committee <br />for its recommendations to the Council. <br /> <br />REPORT OF VILLAGE ENr,INEER DON LUND <br /> <br />. <br /> <br />County Road E - Water Break <br /> <br />Engineer Lund described the proposed County Road Erepair work and <br />said he wll! have estimates tor the work at the next Council meeting. <br /> <br />The Council authorIzed Engineer Lund to proceed Immediately with the <br />repairs. <br /> <br />if the estimated cost of final repair Is expected to exceed $5,000, <br />Lund was requested to proceed with temporary repairs until bids can <br />be obtained for the permanent repair; Council to be pollad when Engineer <br />obtains a contractor. <br /> <br />-2- <br />
