Courtney, <br /> Engineers Donald Lund and Donald Christoffersen <br /> Approval of Minutes <br /> The minutes of the Regular Council meeting of November 13, 1972 wara <br /> considered by the Council and amended by Atty. Courtney's remarks as <br /> follows: Atty. Courtney referred to Page 3 of the mInutes under the <br /> Item Tractor-loader. He Informed the Council that formal bids must <br /> ba obtaJned on the unit since the cost wltl exceed $5,000. even though <br /> the monthly rentel fee cen apply to the purchese price. The Counc II <br /> then referred the metter to Councilman Olmen and the Public Works <br /> Committee, asking that they arrange for cpmpetltlve bids on the equip- <br /> ment. <br /> Ramsey County Open Space Program <br /> A proposal for county open space acoulsltton In ~he vicinity of Schmidt <br /> Perk and north to County Road F In Arden HII is was presented by Mr. larry <br /> Holmberg, representing the Ramsey County Open Space System. The area <br /> to be ecqulred was shown on a map. He eXlflalned the plenned use for <br /> such land, stilting that the open space IH"ogram Is not a park system, <br /> but rather a plan for retaining land tracts as open natural space and <br /> trails. Certal n low areas on each s I de of Schml dt Park mey be used <br /> for pondlng areas. <br /> Mr. Holmberg then esked epproval of the VIllage Council for county <br /> acquisition of the lend areas outlined. <br /> Acting Mayor Hol lenhorst asked for Council and citizen comments. <br /> Councilman Henderson stated that c~mplalnt$ have been heard from New <br /> Brighton regarding drainage and silt coming Into their lekes because <br /> of drlllnage Into them from this aroa. <br /> Donald Obberlus, 1619 Lake Johanna Blvd., and Mr. and Mrs. MacEachron, <br /> 1963 W. County Road E2, .- <br /> expressed concern that land sold for open <br /> space might be used for a different purpose after purchase by the <br /> County. They asked if they have the power to exclude their property <br /> entirely from the open space project. It was felt that the Village <br /> Counc i I hes the authority to determine which property Is to be Included <br /> r- . in the plan, but the county, In turn, could conceivably ebandon the <br /> entire plan In Arden Hills If It Is changed too drastically. <br /> Mr. Holmberg Informed the group that the county's Intent Is to retain <br /> the land for open space purpose~, thet any property owner having <br /> buildings on his property Clln be excluded from the program for as long <br /> as desired, end loll I I not be forced to sel I the property. ^ property <br /> owner within the open spece project who retains his land can se" such <br /> property to a third party, but the third party might then be subject <br /> to county condemnation of the land for open space.
