RICHARD HYERS, 4117 Gale Circle (Spoke before): He didn't <br />think Gale and Norma Circles should be excluded from the improvement. <br /> <br />MR. ROBERT ANDERSON, 1357 Floral Drive (Spoke before): Asked <br />if anyone on Floral Drive had indicated that they were in favor of <br />curbs and gutters. <br /> <br />MR. RICHARD MYERS, 4117 Gale Circle (Spoke before): Wants his <br />road improved. <br /> <br />. <br /> <br />MR. STANLEY BERGLUl,m, 4133 James Circle (Spoke before): Asked <br />when a definite commitment would be made as to what action the Council <br />will take on this improvement. ~:ayor crepeau explained the statutory <br />provision that a decision could be made any time within the next six <br />months. <br /> <br />COUNCILIlJAN HERRICK: Said that at this point his impression was <br />that the property owners want James Circle paved immediately and he <br />felt they could then be assessed 100% for the improvement. The pro- <br />perty owners on Floral Drive want the water contractor to upgrade the <br />street to the condition it was before they started working: the people <br />in the area totally agree they do not want curbs and gutter although <br />they realize there is a drainage problem. <br /> <br />MR. ROBERT ANDERSON, 1357 Floral Drive: They would like Floral <br />Drive upgraded to its condition before sewer construction. <br /> <br />COUNCIU'lAN HENDERSON: Asked if the Circles could be improved <br />by putting in the base gravel and compaction so they have a good <br />driving surface with the expectation that the settling is still going <br />to happen which can then be repaired before the overlay is put on. <br />Nr. Christofferson indicated that it could be done but to travel over <br />it during the winter and during muddy times tends to contaminate the <br />gravel and create undue pumping from the bottom and it could cause <br />costly repairs when you're ready to resurface. Councilman Henderson <br />asked if it would be more costly than repairing the overlay after it <br />settles down. The, answer was no. t~. Christofferson further said this <br />would create a passable surface although it would be dusty in dry times <br />and muddy during the wet season. <br /> <br />NAYOR CREAPEAU: l\sked if there would still be settlement on all <br />three of the circles if they were compacted property and the work <br />done this season. l>lr. Christofferson replied that this involves a <br />difficult clay type material to work with and he couldn't guarantee <br />that there would be no further settling. <br /> <br />. <br /> <br />4. <br />
