COUNCILI1AN HOLLENHORST: Circles were initiated by the waiting. The improvements on Gale and Norma Council, asked if the engineer suggests MR. RICHARD HYERS, 4117 Gale Circle (Spoke before): He didn't think Gale and Norma Circles should be excluded from the improvement. MR. ROBERT ANDERSON, 1357 Floral Drive (Spoke before): Asked if anyone on Floral Drive had indicated that they were in favor of curbs and gutters. MR. RICHARD MYERS, 4117 Gale Circle (Spoke before): Wants his road improved. . MR. STANLEY BERGLUl,m, 4133 James Circle (Spoke before): Asked when a definite commitment would be made as to what action the Council will take on this improvement. ~:ayor crepeau explained the statutory provision that a decision could be made any time within the next six months. COUNCILIlJAN HERRICK: Said that at this point his impression was that the property owners want James Circle paved immediately and he felt they could then be assessed 100% for the improvement. The pro- perty owners on Floral Drive want the water contractor to upgrade the street to the condition it was before they started working: the people in the area totally agree they do not want curbs and gutter although they realize there is a drainage problem. MR. ROBERT ANDERSON, 1357 Floral Drive: They would like Floral Drive upgraded to its condition before sewer construction. COUNCIU'lAN HENDERSON: Asked if the Circles could be improved by putting in the base gravel and compaction so they have a good driving surface with the expectation that the settling is still going to happen which can then be repaired before the overlay is put on. Nr. Christofferson indicated that it could be done but to travel over it during the winter and during muddy times tends to contaminate the gravel and create undue pumping from the bottom and it could cause costly repairs when you're ready to resurface. Councilman Henderson asked if it would be more costly than repairing the overlay after it settles down. The, answer was no. t~. Christofferson further said this would create a passable surface although it would be dusty in dry times and muddy during the wet season. NAYOR CREAPEAU: l\sked if there would still be settlement on all three of the circles if they were compacted property and the work done this season. l>lr. Christofferson replied that this involves a difficult clay type material to work with and he couldn't guarantee that there would be no further settling. . 4.
