<br />ARDEN HILLS CITY COUNCIL - AUGUST 9, 1999 <br /> <br />10 <br /> <br />. <br /> <br />Councilmembers Aplikowski and Rem concurred with Councilmember Malone's experience in <br />lieu of education recommendation. However, Mayor Probst and Councilmember Larson felt <br />strongly that a Bachelor's Degree, at a minimum, should be required. <br /> <br />MOTION: <br /> <br />Council member Aplikowski moved and Councilmember Malone seconded a <br />motion to authorize staff to revise all future advertisements for the City <br />Administrator's position to include a phrase that experience may be substituted <br />for education. <br /> <br />After further discussion, the motion carried (3-2), with Mayor Probst and <br />Councilmember Larson voting nay. <br /> <br />Councilmembers reviewed other components of the hiring process, including establishment of a <br />sub-committee for initial review of applications. Councilmembers Aplikowski and Larson <br />expressed their willingness to serve on the application review subcommittee, with Mayor Probst <br />also expressing an interest in his continued involvement in the process. <br /> <br />It was the consensus of the Council that Councilmembers Aplikowski and Larson do the initial <br />review and pass on their recommendations to Mayor Probst, with bim reserving the right to <br />review all applications. <br /> <br />Staff was directed to prepare two (2) questions to be included as a supplemental application as <br />. identified by the City Council, to provide for consistency with all candidates. <br /> <br />H. Municipal Code Codification, Chapters 9 and 12 <br /> <br />Mr. Fritsinger stated that the City's Building Inspector, Dave Scherbel, believed the current code <br />still required significant changes as a result of recent changes in the Minnesota State Building <br />Code reviewed Chapter 9, the Building Code chapter. Mr. Fritsinger stated that, due to the <br />number of changes, staff would suggest holding any Council comments until after a revised <br />version can be provided to the City Council. Mr. Scherbel's suggestions will be forwarded to the <br />League of Minnesota Cities for them to draft a revised version for presentation to the City <br />Council for review. <br /> <br />Mr. Fritsinger and Councilmembers reviewed a number of comments and suggestions related to <br />Chapter 12 of the City's proposed municipal code. Mr. Fritsinger advised Councilmembers that <br />both the City's current and former consulting engineers, in addition to staff~ had reviewed and <br />provided comment on Chapter 12. Staff was directed to provide these corporate comments to the <br />League of Minnesota Cities for incorporation into a final draft. <br /> <br />Mr. Fritsinger advised Councilmembers that he and Mr. Ringwald, in concurrence with City <br />Attorney Filla, bad concurred that several existing municipal code chapters, including mobile <br />homes; flood plains; shoreland management; and excavations; as well as the sign ordinance <br />should be codified into the City's Zoning ordinance, while the subdivision and building chapters <br />should be part of the regular code. <br /> <br />. <br />
