<br />. <br /> <br />. <br /> <br />. <br /> <br />ARDEN HILLS CITY COUNCIL - AUGUST 9, 1999 <br /> <br />9 <br /> <br />Councilmembers discussed potential soil contamination at the site. Mr. Fritsinger stated that <br />while staff had held conversations with Department of Army personnel regarding possible <br />contamination of the area and they were aware of none, no soil borings had been completed near <br />the adjacent pond. Mr. Fritsinger stated that if the Council were concerned about potential <br />contamination, soil borings would be appropriate. <br /> <br />Mayor Probst expressed his interest in proceeding with both projects, with the full understanding <br />that the City's intent would be to assess the full portion applicable for the Arden Manor Mobile <br />Home Park, and to pursue additional contributions from area charitable gambling organizations, <br />thereby reducing the City's financial exposure. <br /> <br />Councilmember Malone suggested that staff continue negotiations with Mr. Husnik regarding a <br />"land in lieu of cash" transaction and public dedication of roads, to accommodate future work at <br />the Round Lake intersection. <br /> <br />Councilmember Rem questioned if soil borings at Arden Manor Mobile Home Park would affect <br />both the cost and timing of the project. Mr. Fritsinger responded affirmatively, stating that, due <br />to the specific borings required, they would require laboratory analysis and thereby increase <br />overall proj ect costs. <br /> <br />MOTION: <br /> <br />Councilmember Malone moved and Councilmember Aplikowski seconded a <br />motion to adopt Resolution #99-23 entitled, "A Resolution Approving Plans and <br />Specifications and Ordering Advertisement for Bids for Arden Manor Park <br />Improvements and 1999 Surface Water Management Utility Ditch Cleaning <br />Project." The motion carried unanimously (5-0). <br /> <br />G. City Administrator Hiring Process <br /> <br />Mayor Probst referred to the previous information provided to the City Council for their review <br />in determining the process for advertising and hiring for the City Administrator position. <br /> <br />Mr. Fritsinger stated that, in accordance with previous Council direction, an advertisement had <br />been placed in the August 8, 1999 Minneapolis Star/Tribune newspaper, with additional <br />advertising forthcoming. Mr. Fritsinger state that he and Interim City Administrator, :Mr. Post, <br />were seeking additional Council direction on the application packet to be provided to prospective <br />applicants; clarification of educational requirements and/or experience in lieu of education; the <br />application review process; and supplemental application timing and process. <br /> <br />Mr. Post concurred with Mr. Fritsinger, stating staff had an obligation to respond to applicants <br />with packet materials in timely manner. <br /> <br />Councilmember Malone expressed his position to accept experience in lieu of education, and <br />supported including several supplemental questions as part of the initial application process. <br />
