Page 2 of 3 <br /> <br /> <br />As a next step, staff is looking for direction from the City Council on the proposed zoning code <br />revisions from HKGi. This feedback will be shared with the consultants and incorporated into <br />the draft ordinance language that is being prepared. Items for discussion include consideration <br />of the following: <br /> <br />• Base Zoning Districts – Below is the table of existing and proposed base zoning <br />districts. <br /> <br />• District Purpose Statements - In line with the changes to the base zoning districts <br />shown above, HKGi is recommending updated purpose statements that are simplified, <br />removes references to specific standards, and better match how the districts are being <br />applied within the city. <br /> <br />• Expanded Access to Housing – HKGi has prepared the proposed use table for <br />residential zoning districts. The consultants are not proposing to remove Conditional <br />Uses altogether but are recommending that the City consider transitioning to Permitted <br />with Standards. This would allow the City to apply the same conditions and would <br />remove some barriers to development (i.e. application review time and expense). <br /> <br />o Permitted Use has few additional standards beyond the usual lot and site requirements <br />such as lot size, yard setbacks, height, impervious coverage, etc. <br />o Conditional Use requires a public hearing to ensure that any potential impacts to <br />surrounding properties are mitigated through conditions that are tailored to the specific <br />use and circumstances. <br />o Permitted with Standards do not require a public hearing but do have additional <br />performance requirements listed in code that must be evaluated by Planning staff to <br />ensure they are being met before a proposed project may apply for a building permit. <br /> o Additionally, the City Council should provide direction on Accessory Dwelling <br />Units (ADUs) or tiny homes being included in the land use table. ADUs were <br />discussed briefly at the October 28, 2024, Joint Work Session with the Planning
