City Council Summary Memo – Work Session #1 – Zoning Ordinance Update– February 17, 2025 <br /> <br />2 <br />A reworked list of zoning districts that followed the recommendations would be listed as follows: <br /> <br />Revised District List <br />Suburban Residential 1 R-1 <br />Suburban Residential 2 R-2 <br />Mixed Residential R-3 <br />Attached Residential R-4 <br />Mixed Use MU <br />Neighborhood Business NB <br />Corridor Business CB <br />Business Park BP <br />Gateway Business GB <br />Limited Industrial I-1 <br />I-FLEX I-FLEX <br />Civic Center CC <br />Institutional INST <br />Parks and Open Space POS <br />Conservation CD <br /> <br />District Purpose Statements <br />In line with the recommended changes to the base zoning districts, HKGi offered updated purpose <br />statements that were simplified, removed references to specific standards, and better matched how <br />the districts were being applied within the city. <br /> <br />One key change included bringing the Civic Center zoning district into alignment with how it is <br />currently being used – as locations for government facilities and services – and removing some of the <br />visionary language that described a district that included retail, educational, and residential uses. If this <br />vision for the area around City Hall resurfaces in future Comprehensive Plans, the description and uses <br />allowed in this zoning district could be amended. Until then, a clearer approach keeps the language <br />focused on current usage. <br /> <br />A full list of the proposed purpose statements can be found in the attached memo. <br /> <br />Expanding Access to Housing <br />In response to stated desires to increase access to housing throughout the city, HKGi shared a number <br />of photos and diagrams that described various housing types across a variety of scales and densities. <br />The existing table for residential uses was shown, and some of the current housing definitions were <br />explored. The conclusion was that the existing regulations are confusing at best and overly restrictive <br />as worst. HKGi introduced the idea of omitting Planned Unit Developments (PUDs) from the use table, <br />as a PUD is a zoning tool that allows deviations from base zoning standards and can be applied to any <br />use or district.
