<br />1 <br />Adopted _________, 2025 <br />230744v4 <br /> <br />City of Arden Hills <br />Code of Conduct <br />City Commissions and Committees <br /> <br />Scope and Applicability: <br />Commissions and Committee meetings and activities are expected to be an ethical, friendly, and safe <br />environment for all residents and participants. The City Council appoints members of the Arden Hills <br />community to serve on Commissions and Committees as provided in the Arden Hills City Code. <br />This Code of Conduct (“Code”) outlines the expectations of people appointed to serve on a City Commission <br />or Committee (individually, an “Appointee”, or collectively, “Appointees”), and to those City <br />Councilmembers (including the Mayor) who interact with Appointees. This Code also outlines the processes <br />for addressing behavior that does not meet these expectations. This Code applies to all Appointees, who <br />serve at the pleasure of the Council as volunteers for the City, and to City Councilmembers (including the <br />Mayor) to the extent outlined in this Code. <br />Decorum of Commissions and Committee Members: <br />Aspirational Statement: All Appointees will assist the presiding officer in preserving order and decorum, and <br />in providing for the efficient operation of the meeting. Appointees will not engage in conduct that delays or <br />interrupts the proceedings, or that hinders honest, respectful discussion and debate. Commission and <br />Committee meetings will be conducted in a courteous manner that recognizes the validity of differing points <br />of view and promotes the ideal of democratic discussion and debate free of insult, slander, and personal <br />attacks and threats. <br />To effectuate these aspirational goals, all Appointees are expected to conduct themselves at meetings in a <br />manner consistent with the following principles. <br />Behavior that meets the expectations of the Code includes, but is not limited to: <br />• Be kind <br />• Treat people with respect, courtesy, politeness, and civility <br />• Encourage others to express their opinions and ideas <br />• Be considerate of the time you take on a subject to allow others time to address issues <br />• Listen <br />• Use the ideas of others to improve decisions and outcomes <br />• Recognize and respect differences <br />• Come to meetings fully prepared by reading the agenda prior to the meeting <br />• Act as a decision maker, not an advocate <br />Behavior that does not meet the expectations of the Code includes, but is not limited to: <br />• Speaking over, or cutting off another individual’s comments <br />• Insulting, disparaging, or putting down people or their ideas <br />• Violence or the threat of violence <br />• Discriminatory jokes, language, unwelcome sexual attention <br />• Bullying other members by displaying a pattern of belittling, demeaning, judging or patronizing <br />language or behavior <br />• Communicating in a tone that is not professional or appropriate for the setting, or in a manner that <br />makes others feel unsafe <br />• Repeated harassment of others. If someone asks you to stop, stop. <br />Conflict of Interest:
