<br />2 <br />Adopted _________, 2025 <br />230744v4 <br /> <br />As trusted advisors to the City Council, Appointees should make decisions in the interests of the City. If a <br />Commission or Committee decision may create a favorable advantage for any Appointee, their business, or a <br />person or entity close to the Appointee, the Appointee must disclose such a conflict of interest, and abstain <br />from discussing and voting on the matter from which the conflict arises. Although there are many examples <br />of conflicts of interest, it is especially important for an Appointee to abstain from any matter involving a <br />personal financial interest in a sale, lease, or contract under consideration. <br />Role of the Chair: <br />The Chair is the facilitator of meetings. The Chair works with the Administrative Staff Liaison to draft meeting <br />agendas, keeps discussions focused on the issues, and clarifies motions. The Chair seeks input and <br />consensus around agenda items and does not let their own point of view bias or influence the Commission’s <br />or Committee’s discussion or decision. <br />Processes for Reporting and Addressing Unacceptable Behavior: <br />An Appointee who observes or experiences behavior that does not meet the expectations of this Code by any <br />of the following persons, should report such conduct to a City Councilmember on the City Council Personnel <br />Committee (“Personnel Committee”): <br />• Another Appointee, <br />• The Commission or Committee Chair, <br />• The City Council Liaison, or <br />• Any City Councilmember (including the Mayor) who interacts with Appointee(s). <br />The Administrative Staff Liaison may assist the Appointee in contacting a member of the Personnel <br />Committee, if needed. <br />Any report made will be taken up by the Personnel Committee. All good-faith reports will be taken seriously <br />and reviewed appropriately. As part of its review, the Personnel Committee may meet with the person whose <br />behavior has been reported to the Personnel Committee. <br />For Reports About Appointees: The Personnel Committee will determine appropriate actions to address or <br />mitigate the reported behavior. Such actions will be commensurate with the seriousness of the reported <br />behavior and may include asking the Appointee to stop the behavior, or temporarily asking the Appointee <br />to not participate at future meetings of the Commission or Committee. The Personnel Committee will <br />convey the request(s) to the Appointee in writing. Immediate compliance by the Appointee is expected. <br />If the Appointee does not comply with the request(s) of the Personnel Committee; or if the reported <br />behavior resumes; or if the Personnel Committee determines at any time that any reported behavior is <br />egregious, the Personnel Committee may present the matter to the City Council with a recommendation <br />that the City Council consider removing the Appointee pursuant to City Code. <br />For Reports About any City Councilmember (including the Mayor): After review by the Personnel Committee, <br />the Personnel will present the matter to the City Council with a recommendation whether appropriate <br />action should be taken as permitted by Minnesota Statutes or other City policy that governs elected <br />officials. <br /> <br />I acknowledge I have read and understand the Code of Conduct. <br /> <br /> <br />Signature <br /> <br />Printed Name____________________________________________________________ Date__________________
