12224 Nicollet Avenue
Burnsville, MN 55337
952-890-0509 | Bolton-Menk.com
BOLTON & MENK IS AN EQUAL OPPORTUNITY EMPLOYER.
Dear David,
The City of Arden Hills has initiated the 2026 PMP Street and Utility Improvements
project with the goal to rehabilitate various local streets and select trail segments, make
improvements to select utilities, and clean sediment out of the various Karth Lake deltas
located in the east-northeast portion of the city. This project will require a detailed analysis
of the project area with technical design expertise to ensure the right solutions are
developed into plans and specifications in an efficient manner. Like you, Bolton & Menk,
Inc. takes great pride in designing and managing projects that are safe, sustainable, and
functional. We understand what needs to be accomplished for the successful completion of
the 2026 PMP Street and Utility Improvements project.
TECHNICAL LEADERSHIP – This project requires a range of services, from topographic
survey through construction — the city needs a consultant with the experience and expertise
to manage them all. Bolton & Menk has successfully completed dozens of street and utility
projects in the metro area in the last five years, in addition to recent projects for the City of
Arden Hills. We are experts in resident outreach, building stakeholder consensus, and execution
through the construction process. You can trust that when you put this project in our hands,
miscommunication and costly mistakes will not happen.
WE WATCH YOUR BOTTOM LINE – Choosing Bolton & Menk ensures the City of
Arden Hills receives great value from every dollar spent. Proactive problem solving keeps
small things small. This project team will build on past project experiences, both in the
City of Arden Hills and surrounding communities, leading to increased project efficiency
and an established understanding of the city’s standards and requirements for its street
improvement projects. This project has a similar scope to previous projects in the city and
we have experience completing all of the various scope items identified for this project.
Based on these similarities to previous projects, our team can hit the ground running and
begin providing value to the city right from the start.
WE BRING AN EXPERIENCED TEAM – Municipal engineering is at the core of what
we do. Our strength is derived from our talented and experienced staff, extensive project
experience, and relationships with governmental and regulatory agencies. The Bolton &
Menk team has successfully delivered street and utility projects for the City of Arden Hills
each of the past two years. Our team was carefully selected to provide all the necessary
services to successfully deliver this project. Having worked on several projects in Arden Hills
previously, I will play an active role in the project’s progress and maintain communication
with city staff. You can trust our proven team to continue to deliver projects in a manner
the City of Arden Hills has learned to expect of Bolton & Menk.
In continued service to the City of Arden Hills, we are excited at the opportunity to
complete the 2026 PMP Street and Utility Improvements project. I will serve as your lead
client contact and project manager. Please contact me at 612-759-7240 or
Bradley.Fisher@bolton-menk.com if you have any questions regarding our proposal.
Respectfully submitted,
Bolton & Menk, Inc.
Brad Fisher, PE
Project Manager
February 26, 2025
David Swearingen, PE
Public Works Director/City Engineer
City of Arden Hills
1245 W Highway 96
Arden Hills, MN 55112
RE: Proposal for 2026 PMP Street and
Utility Improvements
EXHIBIT A
